<br />Minutes of Regular Council Meeting <br />Page four <br /> <br />Miller reported that the Planning Commission recommends that Ramsey <br />County apply for a Special Use Permit and that Council hold the <br />Public Hearing, In order to expedite the construction. <br /> <br />Ma y 9, I 977 <br /> <br />In discussion, Council concurred that a site plan of the park should <br />be obtained; It seems unnecessary to hold a Public Hearing In this <br />Instance, but because a Special Use Permit for the Park Is required <br />by ordinance, It should be obtained; otherwise, the park Is a non~ <br />conforming use. <br /> <br />. <br /> <br />Wingert moved, seconded by Crichton, that Councl I require Ramsey <br />County to apply for a Special Use Permit for the park property <br />south of the Soo Line tracks, and scheduled a Public Hearing on <br />either May 23rd before the Council, or on June 7th before the Planning <br />Commission, at 8:00 p.m. (depending on submission of the required <br />documentation). Motion carried unanimously. <br /> <br />Case No. 77-2. Final Plat - Edgewater South Addition <br />Miller reported that the Final Plat is In accord with the approved <br />Preliminary Plat and noted the several lot variances which are the <br />result of speCific requests by the City. <br /> <br />Wingert moved, seconded by Hanson. that Counci I approve the Final Plat <br />of Edgewater South Addition with the following contingencies: <br /> <br />I. Final Plat not be executed until bids for Improvements are <br />received, accepted and awarded to contractor. <br />2. Outlots A and B are sold and consolidated with lots to <br />the south. <br />3. 10' pedestrlanway easement Is Indicated on "hard shel I" <br />across northernmost part of Lot i, Block 2, from the cul- <br />de-sac to the Vlllaoe pedestrian trail. <br />4. Plat Is recorded simultaneously with Heights of Johanna Lake. <br /> <br />Motion carried unanimously. <br /> <br />Case No. 77-20. Weaver Oak Heights Preliminary Plat - Thomas Weaver <br />At the request of ap~llcant, matter was deferred to Council Meeting <br />of May 23rd. <br /> <br />Report re Buesing Property <br />Miller described three possibilities of development of the Buesing <br />.property. <br />Sketch A -10 lots (6 lots on Hamllne and 4 lots on east portion <br />with access from property to the north); otherwise this portion <br />would be land-locked. A conventional subdivision which Is not <br />an efficient use of the property and not recommended. <br /> <br />Sketch B - II lots with minimal fill, and a possible additional <br />lot, N filled (7 or 8 lots on west portion and 4 on east). A <br />conventional subdivision approach, with all lots meeting dimen- <br />sional requirements. <br /> <br />. <br /> <br />Sketch C - 16 loi"s (10 or II lots In west portion and 5 in east <br />portion). A density zoning approach with reduced lot widths <br />and depths, reduced street right-of-way width. <br /> <br />Recommended that swamp areas remain as open space regardless of the <br />approach pursued; eastern portion should be developed with the property <br />to the north; noted ~hat highway easement area was not considered in <br />the options presented. <br /> <br />After discussion, Crichton noted that the request to Council Is to <br />reduce prior assessments; options presented Indicate there Is a poten- <br />tial tor the property to develop. Crichton moved, seconded by Hanson, <br />that Council not authorize a reduction of the predetermined assess- <br />ments on the Buesing property. Motion carried unanimously. <br /> <br />Mr. Rexelsen asked permission to work with Planner MII'e~ re develop- <br />ment of the property, which Council approved. Planner was reminded of <br />the proposed trail, somewhere within the highway easement, to link <br />Floral and Cummings Parks. <br /> <br />-4- <br />
