<br />. <br /> <br />. <br /> <br />. <br />. <br /> <br />May 9, 1977 <br /> <br />Minutes of Regular Councl I Meeting <br />Page five <br /> <br />Case No. 77-14, Lot Spilt and Special Use Permit - Town Crier Pancake <br />House <br />Wingert moved, seconded by Crichton, that Council schedule the Public <br />Hearing before the Planning Commission on June 7, 1977, at 8:00 p.m. <br />Motion carried (Hanson was not present when vote was taken). <br /> <br />Case No. 77-21, Bul IdinQ Permit - Minnesota Baptist Conference <br />Art Hage presented plans for an approximate 1000 sq. ft. addllFlon to <br />the north side of the Minnesota Baptist Conference building at 1902 <br />West County Road E2, and 6 additional parking spaces. <br /> <br />Planner reported that the proposed 6 additional spaces would be ade- <br />quate for the proposed building addition. <br /> <br />Crichton noted that the property Is under a Special Use Permit: <br />therefore, an Amended Special Use Permit Is required. Crichton moved <br />that Council schedule the Public Hearing before the Planning Commis- <br />sion at 8:00 p.m. on June 7, 1977. Motion was seconded by Hanson <br />and carried unanimously. <br /> <br />Arden Hills Club, Inc. - Liquor Licenses Transfer <br />McNlesh referred Council to the letter from Arden Hills Club, Inc. <br />requesting transfer of the existing On-sale and Sunday On-sale liquor <br />Licenses from Indoor Tennis, Inc.: advised that applications and <br />transfer fee have been submitted, delinquent utility payment has been <br />received, $5,000 securety bond has been ordered and Is forth-coming.. <br /> <br />Crichton moved, seconded by Wingert, that Council approve the transfer <br />of On-sale and Sunday On-sale Liquor Licenses from indoor Tennis, Inc. <br />to Arden Hills Club, qnc., contIngent upon receipt of bond and approval <br />of the City Attorney, Police Chief and Fire Chief. Motion carried <br />unanimously. <br /> <br />, <br />Job Title and Salary Review - Mark Peterson. Salary Review - Fred Bell <br />Council discussed Mark Peterson's request for a change In Job title <br />from Tree ijnspector to Forester. <br /> <br />Crichton expressed concern re a possible misunderstanding that the <br />job of Tree Inspector (which is consIdered part-time) would suddenly <br />be full-time If title were changed to Forester (consIdered to be full- <br />time). <br /> <br />Peterson explained that he requests the change because It would be <br />beneficial to him In obtaining future full-time employment. <br /> <br />B.uckley said he feels the Parks Department should supervise the Tree <br />Disease Program and be In charge of tree Inspecting and other aspects <br />of the survey - an administrative position and OVafS$Sr of the field <br />Inspections: could stIli have a Forester. <br /> <br />Petarson said the Forester and Tree Inspector can be the same person; <br />would not expect additional responsibIlities because of the title <br />change. <br /> <br />Hanson moved, seconded by Woodburn, that Councl! discontinue title <br />of Tree Inspector In favor of Forester. <br /> <br />I. discussion, Crichton noted that City has no job description of <br />either Tree Inspector or Forester; therefore, has concern re changing <br />since titles are generally the basis for salaries. <br /> <br />Motion did not carry (Henson, Woodburn voting in favor of the motion: <br />Crichton, Wingert, Crepeau voting In opposition). <br /> <br />Crichton stated that, as a matter of policy, he feels that requests <br />of this nature should be made to Department Supervisors. Council con- <br />curred. <br /> <br />After discussion re salary reviews, Council asked Buck~ey to review <br />Stanton Reports re "park ~eep9rs", consult with Johansen re maintenance <br />salaries and to obtain Information re salary of Tree Inspector and <br />Forester In cities which are comparable In size to Arden Hills, for <br />the same type of work. <br /> <br />-5- <br />
