Harstad asked that Outlots C and 0, as pro- <br />posed, be considered to satisfy the park dedication requirements. <br /> <br />Nordling reported that Pilgrim House had stated previously that It <br />was confident that an agreement could be negotiated, based on this plat, <br />but has, to date, not come to an agreement; In order to al low the plat <br />to go ahead, P II gr I m House wi II se,ll the south 30' at the ave rage <br />cost/sq. ft. paid by the developer for the site, which he understands <br />to be about $6,OOO/acre. <br /> <br />Harstad countered that the 30'x204' portion of the Pilgrim House <br />property Isn't worth anything; the cost of the property is not for <br />public knowledge; figure quoted is not accurate. <br /> <br />Nordling said that Pilgrim House cannot, consequently, go along with <br />the plat and withdraws all agreements and opposes any condemnation <br />at less than the fair market value which, according to Mr. Elbenstelner <br />is about $6,OOO/acre. Nordling also presented an appraisal of the <br />Pilgrim House property for Council's consideration. <br /> <br />Mr. Picha repor+ed that he has entered Into an agreement with the <br />developer regarding his land, developer has agreed to plat a lot for <br />him In exchange for the 30'xl04' portion of his land. <br /> <br />Nord~ing advised that Pilgrim House does not want It's property platted. <br /> <br />After discussion, Wingert said that It would seem that further negotia- <br />tions can succeed, and moved that Council delay Its action on the <br />Preliminary Plat of Karth lake Estates to April II, 1977, pending: <br /> <br />I. An agreement between Pilgrim House and the developers. <br />2. Approval of the plat by the Fire Chief re cul-de-sacs. <br />3. Detarmlnatlon by City Engineer of sewer easement location <br />on the Hartmark property. <br /> <br />Motion was seconded by Woodburn and carried unanimously. <br /> <br />Relocation of the road, to by-pass PI igrlm House property, was suggested <br />as an alternative; Christoffersen noted that this may cause sewer align- <br />ment problems - may not be able to serve all properties If curve of <br />road Is abrupt. Another alternative suggestion was to skip the Pilgrim <br />. House property and cul-de-sac the street In front of lot 160. <br /> <br />Nordling asked Council to give consideration to a road from Highway 96 to <br />serve the Pilgrim House property for development in the future. Council <br />advised that regardless of whether Karth lake Drive cuts through the <br />Pilgrim House property, it Is not practical for Pligrim House to not <br />have a road abuttIng the south portion of Its property. Christoffersen <br />said he would also recommend that the road run adjacent to the Pilgrim <br />House property. <br /> <br />REPORT OF VilLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Ore fus 8nterstate Develo ment Re uest re Maintenance Bond for Streets <br />In Hunters Park <br />Christoffersen referred Council to his letter of 3/22/77. <br /> <br />Woodburn moved. seconded by Crichton. that Council accept the S5,000 <br />maintenance bond, as outlined In Engineer Ch~lstoffersen's letter; bond <br />to be in effect for one year from date of acceptance (February 28. 1977>. <br />Motion carried unanimously. <br /> <br />-4- <br />
