, , Minutes of Regular Council Meeting Page five March 28, 1977 BanCon Feasibility Re Chatham Christoffersen referred Council and developer Hans Hagen to Feasibility Report (3/23/77) for Proposed Chatham Development, stating that the proposed Improvement is feasible and can best be constructed as pre- sented In the report at an estimated cost of $829,837, Including 10% for contingencies and 15% for legal, engineering and administration. Hagen said that BanCon has reviewed the report; commented that cost is about 30% more than anticipated; suggested that Council consider the following, which could appreciably reduce costs: . I. 7-ton b1se, instead of deep-base asphalt requested by BanCon. 2. 32' street Instead of ~4' required by ordinance. In discussion, Engineer stated that curb and gutter streets should be 34' wide hilder than unimproved streets). Council Indicated that set-back for garages In Chatham is 10' closer to street than normally required, creating reduced off-street parking area for each lot; lots are smaller In some Instances than in other areas of the Village (higher density) - wIll consequently be subject to more on-street parking. Council concurred that streets should meet code requirements. Hagen said he Is comfortable with the overall report and authorized the Council to order the Improvement and to proceed with preparation of the plans and specifications. Woodburn moved, seconded by Crichton, that Council adopt Resolution No. 77-14, Resolution Ordering the Improvement and Preparation of Plans and Specifications. Motion carried unanimously. Sewer, Water. Street Improvements for Karth Lake Area - Schedule Public HearinQ Council deferred scheduilng of the Public Hearing, pending approval of the Karth Lake Estates Preliminary Plat. Council requested McNlesh to cheCk with Flscal.Consultant Popovich re tentative Public Hearing dates of May 2nd or May 9th. O'Meara/Tramm Sewer. Water and Street Improvements - Resolution Order- InQFeaslbllitv Study Christoffersen referred Council to his letter of 3/25/77'recommendlng approval of the preliminary grading and drainage plans for Preliminary Plats of Heights of Johanna Lake and Edgewater South. Christoffersen said that the County admits to existing flooding of Cleveland; feels County will cooperate with City to eliminate this condition; will communicate with Rice Creek Watershed District re the proposed drainage of this area. Crichton moved, seconded by Wingert, that Council adopt Resolution No. 77-15, Resolution Ordering the Improvement Feasibility Study. Motion carried unanimously. Revision to Lift Station No.5 - Report Christoffersen referred Council to his report re Revisions to LIft S~atlon No.5 13/22/77) and outlined the Base Plan, essentially the . same as presented In 1966, and Alternates I and 2. 11'1 discussion, it was noted that Bethel College spilt Its sewer connec- tions a few years ago; entire campus was originally Intended to connect east of Bethel. McNlesh was requested to check former Council action re Bethel's split of its sanitary sewer, connecting 11 portion of the c.mpus to the west side of the campus. In discussion, Christoffersen recommended that Council authorize the design of Lift No.5 now, with no consideration for pumping more through it In the future; when needed, Lift Station No.2 shourd be re-built to a larger ~apaclty and the force main extended. Crichton moved that, for planning purposes, Alternate No.2 of report dated 3/22/77 be used and that the Engineer be authorized to prepare plans and specs for Lift Station No.5.
