<br />, , <br /> <br />Minutes of Regular Council Meeting <br />Page five <br /> <br />March 28, 1977 <br /> <br />BanCon Feasibility Re Chatham <br />Christoffersen referred Council and developer Hans Hagen to Feasibility <br />Report (3/23/77) for Proposed Chatham Development, stating that the <br />proposed Improvement is feasible and can best be constructed as pre- <br />sented In the report at an estimated cost of $829,837, Including 10% <br />for contingencies and 15% for legal, engineering and administration. <br /> <br />Hagen said that BanCon has reviewed the report; commented that cost is <br />about 30% more than anticipated; suggested that Council consider the <br />following, which could appreciably reduce costs: <br /> <br />. <br /> <br />I. 7-ton b1se, instead of deep-base asphalt requested by BanCon. <br />2. 32' street Instead of ~4' required by ordinance. <br /> <br />In discussion, Engineer stated that curb and gutter streets should <br />be 34' wide hilder than unimproved streets). Council Indicated that <br />set-back for garages In Chatham is 10' closer to street than normally <br />required, creating reduced off-street parking area for each lot; lots <br />are smaller In some Instances than in other areas of the Village <br />(higher density) - wIll consequently be subject to more on-street parking. <br />Council concurred that streets should meet code requirements. <br /> <br />Hagen said he Is comfortable with the overall report and authorized <br />the Council to order the Improvement and to proceed with preparation of <br />the plans and specifications. <br /> <br />Woodburn moved, seconded by Crichton, that Council adopt Resolution <br />No. 77-14, Resolution Ordering the Improvement and Preparation of Plans <br />and Specifications. Motion carried unanimously. <br /> <br />Sewer, Water. Street Improvements for Karth Lake Area - Schedule Public <br />HearinQ <br />Council deferred scheduilng of the Public Hearing, pending approval of <br />the Karth Lake Estates Preliminary Plat. Council requested McNlesh <br />to cheCk with Flscal.Consultant Popovich re tentative Public Hearing <br />dates of May 2nd or May 9th. <br /> <br />O'Meara/Tramm Sewer. Water and Street Improvements - Resolution Order- <br />InQFeaslbllitv Study <br />Christoffersen referred Council to his letter of 3/25/77'recommendlng <br />approval of the preliminary grading and drainage plans for Preliminary <br />Plats of Heights of Johanna Lake and Edgewater South. Christoffersen <br />said that the County admits to existing flooding of Cleveland; feels <br />County will cooperate with City to eliminate this condition; will <br />communicate with Rice Creek Watershed District re the proposed drainage <br />of this area. <br /> <br />Crichton moved, seconded by Wingert, that Council adopt Resolution <br />No. 77-15, Resolution Ordering the Improvement Feasibility Study. <br />Motion carried unanimously. <br /> <br />Revision to Lift Station No.5 - Report <br />Christoffersen referred Council to his report re Revisions to LIft <br />S~atlon No.5 13/22/77) and outlined the Base Plan, essentially the <br />. same as presented In 1966, and Alternates I and 2. <br /> <br />11'1 discussion, it was noted that Bethel College spilt Its sewer connec- <br />tions a few years ago; entire campus was originally Intended to connect <br />east of Bethel. McNlesh was requested to check former Council action <br />re Bethel's split of its sanitary sewer, connecting 11 portion of the <br />c.mpus to the west side of the campus. <br /> <br />In discussion, Christoffersen recommended that Council authorize the <br />design of Lift No.5 now, with no consideration for pumping more <br />through it In the future; when needed, Lift Station No.2 shourd be <br />re-built to a larger ~apaclty and the force main extended. <br /> <br />Crichton moved that, for planning purposes, Alternate No.2 of report <br />dated 3/22/77 be used and that the Engineer be authorized to prepare <br />plans and specs for Lift Station No.5.
