<br />. <br />, . <br />Minutas of Regular Counei I Meeting November 29, 1976 <br />Page two <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRiSTOFFERSEN <br /> <br />Karth Lake Feasibility Report <br />Christoffersen reported that he Is coordinating the Karth Lake feasl- <br />bilty report with other parcels to the north and west In an effort <br />to satisfactorily provide all parcels with adequate sewer and water <br />facilities; new owner of Christensen parcel is working on a layout <br />of single-family lots, Christoffersen said both plans could run <br />parallal and be submitted to Council in one coordinated plan which <br />would be beneficial to ai' concerned. <br /> <br />After discussion, Counc! I directed Christoffersen to time the feasi- <br />bilIty with the applicants and to be responsive to develapers' plans. <br />Christoffersen reported that sewer and water extension feasibility <br />. is essentially complete; streets wi II require additional time; co- <br />ordinated plan wIll be presented when specific platting Is submItted, <br /> <br />Arden Manor FacilitIes <br />Christoffersen referred Councl I to his letter of 11-29-76 and map <br />( II -29 -76) , <br /> <br />in review of the map, Christoffersen noted that additional sewer work <br />Is required in areas marked in red, which cannot be Inspected by <br />usual Internal visual methods because of poor alignment and grade; <br />InfIltration has been reduced to an allowable rate. <br /> <br />Christoffersen noted that an electrical conductIvIty test has been <br />satisfactorily performed on the entire water system; private water <br />system as Installed will provide sufficient water for entire park; <br />fire fIghters would use tankers, He said that the Minnesota Health <br />. Department has advised that the new 12" well is operatIng satisfac- <br />torily and the water quality meets State requirements, <br /> <br />Arden Manor residents who were present expressed no complaints re <br />\'tater flow since late summer, 1976. <br /> <br />Chrlst-oHersen noted that theelltlra street system has been Installed; <br />there are settled areas tnat requIre repair; but are not detrimental <br />to traffic flow, but could be expensive for developer to maintain. <br /> <br />In discussion, Mr, Husnik said that the blacktop Is "holding up"; Is <br />aware that cost wi I I be greater to maintain and keep roads plowed; <br />will apply weight limits in the spring to help prevent break-up of <br />road surface; will keep the roads properly repaired at all times (has <br />five other parks - not a problem), <br /> <br />In dfscusslon. Huslltk requested Counci I aPDroval of occupancy of the <br />next 47 lots; 550 Association wi II sign the park easement, and noted <br />Attorney Carlson has Indicated that Adams wi 11 sign It; subsequently, <br />will request occupancy of next phase of lots after corrective work <br />has been completed. <br /> <br />Mr. Rooney, attorney for 550 Associates, stated that City has leverage <br />over the next 100 lots to which park easement could be tied, In the <br />avant easement isn't signed by December 5th. <br /> <br />. it was noted that, In addition to the park easement, there are <br />pending unpaid Inspection fees in the amount of $2900 due to the <br />Village. <br /> <br />After discussion re phasing, Wingert moved, seconded by Hanson, that <br />Councl I request Attorney Lynden to correct and up-date the Amended <br />Spacial Use Permit for Arden Manor (Case No, 75-6) to include generally <br />th~ same provisions as were understood to apply under the old Amended <br />Spacial Use Permit; that the development schedule, as presented in <br />the site plan (11-29-76) be included as part of the Amended Special <br />Usa Permit; that the specific lega! Instruments for determining the <br />park easement be made part of the Amended Special Use Permit, and any <br />contingency provisions as necessary, (Note - the intent of the motion <br />is that Special Use Permit be drawn up recognizing phase I as the <br />existing; phase 2 being the proposed addition, and its schedule (see <br />mao) and that Council could subsequently approve a Special Use Permit <br />and a ~h.sl~& $eh~dule 6S pr6sefited and set out In the permit, <br /> <br />-2- <br />
