Cummings Park - Buckley said that nothing is being proposed <br /> at this time by the Parks Committee; concept plan displayed <br /> was submitted to Parks Committee for consideration by Megan <br /> Gange. <br /> Floral Park <br /> Buckley said that concept plan as shown Is the result of <br /> neighborhood response (baseball, vo I I ey ba II , skating). <br /> Buckley reported that the shelter, which was proposed for <br /> use at thIs rink this winter, collapsed In the process of <br /> movIng. <br /> Arden Manor <br /> Plan for this park previously approved; are,lI is currently <br /> being graded for development. <br /> After discussion, Crichton moved, seconded by Wingert, that Counc II <br /> approve the concept plans of Sampson, Freeway, Ingerson, Chas. Perry, <br /> Valentine and Llndey's Triangle parks as submltt~d. Motion carried <br /> unanimouSly. <br /> Counc I I requested that consideration be given to possible change <br /> In standards for other parks In developing the p~rk plans (Haze 1- <br /> nut, Cummings, Hunters and proposed parks In Round Lake area and <br /> north of County Road E at Hamllne Avenue). <br /> Woodburn moved, seconded by Crichton, that Counc i I approve the <br /> re-drawlng of the Comprehensive Plan map to not Include the lots <br /> fronting on County Road E (Shady Oaks Addition) liS parks and open <br /> space. Motion carrIed unanimously. <br /> (It was noted that Lot 19, Block I , Shady Oaks I 5 to be Included In <br /> area Indicated as parks and open space. ) <br /> Self-sustaining Recreation Programs recommendation <br /> Buckley referred Council to Finance Committee's <br /> that fees for Self-sustaining programs cover al I expenses. Buckley <br /> said he originally proposed that the fees would cover "direct <br /> costs", not his supervision, office time, etc. ; to cover "all costs" <br /> will need S8800 from General Fund. <br />. Buckley said he feels these programs are necessary and vital to <br /> Arden Hills; increasing fees would probably eliminate participation <br /> In the programs. <br /> Counc II discussed the possibilIty that some subsidization may be <br /> appropriate; possibly charge Arden Hills participants a certain fee <br /> and charge more for non-residents. <br /> Counc II discussed Village resident participation In the programs; <br /> possibly some programs could be ullmlnated, becs'.s6 of little or <br /> no interest, or because they are actually ~Iasses", which probably <br /> should not be conducted by the V III age in, competItion with commer- <br /> cial lessons. <br /> Counc Ii expressed concern that the "overhead" must be recognized; <br /> that the programs Include only the activities (probably not classes) <br /> In which primarily Arden Hills residents participate. <br /> -3- <br />
