<br />Minutes of Special Councl I Meeting <br />Pa ge th I-ee <br /> <br />Woodburn moved. seconded by Feyereisen, that Counc! 1 adopt Resolution <br />No. 76-31 APPROVING THE PLANS AND SPECIFICATIONS FOR THE HAMLINE <br />AVENUE UPGRADING PROJECT, and authorized advertisement for bids; <br />bid openlng to be at 2:00 p.m. on Friday, August 13, 1976, at the <br />Village Hall. ~10tlon carried unanimously. <br /> <br />July 19, 1976 <br /> <br />. <br /> <br />Christoffersen referred Council to the plans for County Road F <br />Street Improvement and reported that the specifications for the <br />project are completed, but not typed In time for tonight's meeting. <br />Christoffersen advised that In order to obtain M.S.A. funds, <br />Plans and Resolution restricting parking must be sent to the State. <br /> <br />Christoffersen reviewed the plans, noting off-set of center line <br />5' to the north to adjust for sanitary sewer and advised that a <br />copy of the plans wil I be sent to Rice Creek Watershed for their <br />review and comments on drainage. In discussion, Christoffersen <br />noted that the flow through the Rei ling property to the south would <br />be re-dlrected; permanent flowage easement may be necessary and <br />should be obtained as soon as possible. Councl I requested that <br />Christoffersen talk with the property owner re these changes betore <br />contract Is awarded. <br /> <br />After discussion, Crichton moved, seconded by Woodburn, that Councl~ <br />adopt Resolution No. 76-32 APPROVING THE PLANS AND SPECIFICATIONS <br />FOR THE COUNTY ROAD F STREET IMPROVEMENT, and authorizing advertise- <br />ment for bids; bids to be opened at 2:00 p.m. on Friday, August <br />20, 1976, at the Vii lage Hall. Motion carried unanimously. <br /> <br />Crichton moved, seconded by Feyerelsen, that Counci I approve <br />Resolution No. 76-30 RELATING TO PARKING RESTRICTIONS ON S.A.P. <br />IB7-IOI-01 FROM HAMLINE AVENUE TO LEXINGTON AVENUE (C.S.AoH. 51) <br />iN THE CITY OF ARDEN HI U.S, MINNESOTA, as amended. Motion carried <br />unanimOUSly. <br /> <br />PLANNING COMMISSION RECOMMENDATIONS <br /> <br />Case No. 75-17A. Presbyterian Homes - Amended Landscape and <br />Gradin!:] Plans <br />Wingert referred Ccunci I to the Planning Commission's conc~rn <br />re an apparent "tight turn" Into the parking area from the access <br />road. Mr. Tim Howell' presented a tissue sketch of the propcised <br />one-way roadway and parking areas (received 7/'~/76) and indlcatlng <br />a stop sign which Is Intended to alleviate problem of turning; <br />feels turning radius Is satisfactory. <br /> <br />Counci I discussed the storm water detention basin proposed and <br />referred to Christoffersen's letter of 6/3/76 which notes that the <br />12 Inch outlet to Lake Johanna Is adequate based on a ten year <br />frequency. Howell explained that "the 12" Is proposed In addition to <br />the existing 8" which Christoffersen said would take cara of the <br />excess runoff. <br /> <br />. <br /> <br />Howell explained that pond will retain roughly 3' of IVater; can <br />be completely drained if necessary. <br /> <br />Wingert moved, s'3conded by Woodburn, that Counai I appl-OVEl the <br />modification of the grading and landscape plsn (dated received <br />7/19/76). MotJon carried unanimously. <br /> <br />Case No. 76-13, Charles Amble - Karth Lake Hills Preliminary' Plat <br />Wlnaert referred Council to Minutes of P'~nnlnn Commission Meeting <br />of 6/30/76, Attorney Lynden's letter of 6/29/76 In answer to <br />questions posed by the Planning Commission on 6/2/76, Planner's <br />Report and Engineer's letter of 6/30/76. <br /> <br />Mr. Amble presented a revised Preliminary Plat of Karth Lake Hills <br />(dated 7/6/76) which shows cul-de-sac on Amble Circle moved 10' to <br />the west and the cul-de-sac on Amble Drive moved to the west with <br />radius reducod to SO', as suggested by the Planning Commission. <br /> <br />-,3- <br />
