<br />Minutes of Regular Council Mestlng June 14, 1976 <br />Pa ge th ree <br />(paragraDh b.) <br />Suggested that, since the construction of single family dwel- <br />lings daBs not fall within the purview of th~ Zoning Ordi- <br />nance, perhaps the Subdivision Ordinance (Ord. No. 98) be <br />amended to require subdividers to furnish, along with other <br />documentation required, an Instrument placing architectural <br />and aesthetic controls upon the types of structures to be <br />constructed in his subdivision. <br />3. Parking on Boulevards <br />Suggested that 3. on page 3-12 be deleted in Its entirety <br />from this ordinance and that regulations re public property <br />be adopted in another ordinance; Zoning Ordinance regulates <br />private property. <br /> <br />. <br /> <br />if determined that a regulation is needed in the Zoning <br />Ordinance, Lynden proposed that following substitution be <br />made at bottom of page 3-12, 3. <br />"No motor vehicles shall be parked upon any portion of a pub- <br />lic str'eet right..of-way which is not designed, Intended and <br />constructed for vehicular travel. A driveway providIng Ingress <br />and egress to a commercial site, however, may be located <br />within such portIon of a publ Ie street right-of-way." <br />4. Street ClassifIcations. <br />Lynden recommended that the Zoning Ordinance definitions of <br />the various street classifications be consIstent with the <br />Subdivision Ord. (No. 98) and the ComprehensIve Plan defini- <br />tions; suggested that these definitions be both functional <br />and technical and recommended that the terms "minor street", <br />"collector street", "minor arterial", "major arterial" and <br />"expressway ramp" be defined in the Zoning Ordinance; same <br />definitions be inserted in Sec. 4 of Ord. 98 (except "express- <br />way ramp" which does not appear In Ord. 98); references in Ord. <br />98 to "thoroughfare" and "ma.rglnal access street" be changed <br />accordingly. <br /> <br />Lynden suggested that the actual classification of City streets <br />be done by the City Engineer or Planner. <br /> <br />In discussion, it was noted that probably a street map should <br />be prepared Indicating designated classification of all streets <br />In the Village. <br />5. Effectuation <br />Lynden said he prefers to complet3 this provision at the time <br />he makes his comprehensive review of the proposed ordinance. <br />6. Numbering of Houses <br />Recommends that requirements for ~ouse numbering be embodied <br />in a separate ordinance; treated separately in the City's forth- <br />com i n g C cd e . <br /> <br />. <br /> <br />(Council referred matter of house numbering to the Public <br />Safety and Public Works Committees for in-put respeciflca- <br />tions recommendations.) <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />Case No. 76-11, SpecialjL:;e Permit - Thoma~; Hor::.!.t.. <br />Council reviewed the plans submiTted and the Planning Commission recom- <br />mendations, and Mr. Horty described the proposed enclosure. <br /> <br />Crichton moved, seconded by Feyereisen, that Council approve the Issu- <br />ance of a Special Use Permit for swimming pool enclosure at 3420 <br />Glenarden Road in accordance with plans submitted (dated 5/13/76). Mo- <br />tion carried unani~ously. <br /> <br />Case No. 76-10, Variance - Brian Irvi~ <br />Counci I reviewed the Board of Appeals and Planning Commission recom- <br />mendations and sketch of site presented wi1h application. <br /> <br />Woodburn moved, seconded by Feyereisen, that Council approve the I' <br />sldeyard setback variance and aggregate 4' sideyard setback variance <br />at 1858 Beckman Avenue.
