Motion carried unanimously. (It was suggested that enclosure with the next Town Crier might be an alternate possibility.) . Finance Committee Recommendations A. Insurance Consultant Council reviewed recommendations of Finance Committee (6/10/76). and after discussion, requested McNiesh to contact William Peet Co. re cost of preparing Vi Ilage Insurance specifications for advertisement for bids. B. Authorities and Procedures for Purchasing Council reviewed Finance Committee recommendations (6/10/76). In discussion, concern was expressed that all department heads have a clear understanding of purchasing authority. Crichton agreed to draw some guidelines for Council's consideration. Letter re Residential Construction in Arden Hills Deferred to later Council Meeting. REPORT OF VILLAGE PARKS DIRECTOR JOHN BUCKLEY Garden Lease Agreement Buckley referred Council to the Garden Lease Agreement with United Power and Land Company, advising that agreement Is identical to N.S.P. Garden Lease Agreement, except that requirement to mow area when not used by Village, was deleted. Woodburn moved, seconded by Crichton, that Counci I approve the Garden Lease agreement between United POWer and Land Company and the City of Arden Hills, and authorized Its execution oy the Mayor and Clerk Administrator. Motion carried unanimously. CETA Title VI Emploxe~ Buckley referred Council to his memo of 6/9/76 re CETA Employee Fred Bell. ..After.disc.usslon, Crichton moved, seconded by Woodburn,.that authorize the continued employment of Fred Bell as a regular employee starting August I, 1976, for balance of this year. carried unanimOUSly. Tennis Instructors Crichton moved, seconded by Woodburn, that Counei I authorize the con- tinued hiring of Margarita Rlchenberg and Scott Hogberg as Tennis Instructors for th~ Intermediate Tennis Program at $6.00/hour. Summer Transportation Needs Buckley referred Councl I to his memo of 6/11/76 re Transportation fo. Summer Employees. After review of The several options suggested, and discussion, Crichton ~ moved, seconded by Woodb'urn, that Council authorize the rental of '75 Century from Buerkle Leasing Co. at $160.00/month for three months.
