<br />. <br /> <br />. <br /> <br />. <br /> <br />...' <br /> <br />Minutes of Regular Council Meeting <br />Page three <br /> <br />~'ay 10,1976 <br /> <br />(Crepeau noted that Tony Schmidt Park opens May 30th; would like <br />ordinance in effect prior to that date, ii possible.) <br /> <br />REPORT OF PLANNER RICHARO FREDLUND <br /> <br />Case No. 75-17A, Presbyterian Homes - Parking Plan Alterations <br />Fredlund reported that the Planning Commission recommends Councl I <br />approval of the revised parking plan received 5/4/76, with the <br />deletion of the above grade 24-car parking lot at the west property <br />line and with minor straightening of the entrance drive from Johanna <br />Boulevard. <br /> <br />Fredlund described the minor modification of the entrance from San- <br />deen Road, which moves the loading area farther to the south, lower <br />and farther from residential on Sandeen; parking is reduced from <br />62 to 58 spaces in this area (total change is from 157 to 192 on <br />the plan as proposed). <br /> <br />After discussion, Wingert moved that Counci I approve the revised <br />parking plan, as presented (5/4/76) with i'he deletio.n of the 24-car <br />parking lot on west perimeter; north modifications to be adequately <br />screened from neighbors to north. Motion was seconded by Woodburn <br />and carried unanimously. <br /> <br />(It was noted that the amendments to site plan wi I I necessitate sub- <br />mission of revised landscape and drainage Dlans for approval.) <br /> <br />Case No. 76-9, Robert Glbson- Variance <br />Fredlund reported that the Planning Commission recommends Council <br />approval of 5' side setback variance for garage at 1860 Lake Lane; <br />noted that affected neighbor has indicateo she has no objection to <br />the garage location as proposed. <br /> <br />Wingert moved, seconded by Feyereisen, that Council approve the 5' <br />sldayard setback variance at i860 Lake Lare. Motion carried (Wingert, <br />Feyereisen, Woodburn, Crepeau voting in favor of the motion; Crichton <br />abstaining) . <br /> <br />Case No. 75-9, Carrol I Furniture - Lighting Plan <br />Fredlund reported that the Planning Commission recommends Counci I <br />approval of the five (5) exterior I ightin9 standards as indicated <br />on revised site plan (4-28-76); maximum height of standard to be 20'. <br /> <br />Mr. Carroll described the lights as directional, without louvers; <br />light will be directed on the parking lot, not on the building or <br />on the roadway. <br /> <br />Wingert moved, seconded by Crichton, th~t Council approve the modified <br />site plan (4-28-76) depicting the five lighting standards; standards <br />to De a maximum of 20' in height. Motion carried unanimously. <br /> <br />Case No. 76-7, Wayne Gonnel la - Rezoning and Special Use Permit <br />Withdrawn by applicant. <br /> <br />~ No. 76-3, Northwestern Col lege - Special Use Permit <br />Fredlund reported that the Planning Commission recommends that Counci I <br />authorize him to present plans and major issues re the proposed <br />Northwestern Col lege Fine Arts bui Iding tc relevant planning and policy <br />agencies such as: City of Rosevi I Ie, Rice Creek Watershed District, <br />Metro Counci-I, City Engineer, Ramsey County for their consideration <br />and comments, and to prepare a report as to ramifications these agencies <br />ant:cipate; Planning Commission desires move information in order to <br />maka its recommendations to Counci I. <br /> <br />Fredlund advised that the North\~estern College proposal is, in his <br />opinion, not of sufficient magnitude to be of Metropolitan signifi- <br />cance and to warrant an impact assessment~ <br /> <br />In discussion of the Planning Commission's recommendation, Counci I <br />ascertained that the Fine Arts bui Iding proposal is of bigger magni- <br />tude than some, and the Planning Commission, in order to better assess <br /> <br />-3- <br />
