Motion carried <br />unanimously <br /> <br />Watermain Break at Pemtom <br />Johansen reported a watermaln break on Arden View Court on Friday <br />(March 5th). <br /> <br />. <br /> <br />Council expressed concern that Village has experienced three such <br />breaks in this area in about a year's time and, after discussion re <br />possible causes, Council requested Johansen to descrlb~ the situations <br />to the Village Attorney for opinion re possibility of any "Implied" <br />warranty; also to consider a longer guarantee period (3 year Guaranty <br />Bond). <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Water Tower Paintln~ - Advertisement for Bids <br />Christoffersen reported that Specifications have been prepared for <br />the Water Tower Painting Project - Base Bid for Interior only, with <br />.option to also paint exterior, with Vi Ilage name. <br /> <br />After discussion, Council requested Christoffersen to write option <br />for painting of exterior with, and without, name. <br /> <br />. <br /> <br />Woodburn moved, seconded by WJrtgert, that Council approve the Speci- <br />fications for the Water Tower Painting Project and schedule the Bid <br />Opening on Apri I 9, 1976 at 2:00 p.m. at the Village Hall. Motion <br />carried unanimously. <br /> <br />Hamline Avenue and County Road F - Feasibility Reports <br />Engineer Christoffersen introduced Mr. Larry Hoben, Highway Department <br />District 9, State Aid Section. Christoffersen referred Council to <br />the Feasibility Repor~s providing miscellaneous utilities and street <br />Improvement for Hamllne Avenue, between S.T.H. 96 and County Road F, <br />and for County Road F, between Hamline and Lexington Avenues. Chris- <br />toffersen briefly described the proposed improvement plans and ad- <br />vised of the following estimated costs for the alternate street plans <br />proposed, Including utilities: <br /> <br />Hamllne AvenUe <br />Base Plan 44'.width street <br />36' width street <br />32' width street <br />Bituminous Overlay <br /> <br />$432,990 <br />402,750 <br />389, 190 <br />54,760 <br /> <br />County Road F <br />Base Plan 44' width street <br />36' width street <br />Bituminous Overlay <br /> <br />$247,130 <br />234,180 <br />26,480 <br /> <br />. <br /> <br />Christoffersen and Hoben advised that the purpose of MSA is to con- <br />struct "urban" roads; can stage construction up to 5 years and draw <br />"needs" on balance of construction remaining. <br /> <br />Hoben explained that Village can use MSA and future MSA to reduce <br />bond debt; Interest on bonds can be paid by MSA up to 50% of previous <br />year construction fund balance. <br /> <br />Possiblitly of sidewalks or bike paths along one side of improved <br />roads was discussed; suggested alternates were: <br />I. Bituminous path 1/2' off ~ight-of-way. <br />2. Blacktop shoulder, If rural road Improvement is authorized. <br />3. Paint line on roadway to indicate bike path. <br /> <br />(Christoffersen will check requirement tor bike paths along roadways). <br /> <br />Storm sewers vs. water retention ponds was discussed. <br /> <br />-3- <br />
