,

Minutes of Regular Council Meeting
Page three

February 23, 1976

Wingert reported that an ad hoc committee, comprised of two Shore-
view and two Arden Hi I Is Planning Commission members and the two
City Planners, wi II be presenting their recommendations to their
respective Planning Commissions soon (Arden HI lis Planning Commis-
sion MeetIng on March 2nd); therefore, he feels that adoption of
the Resolution at this time appears premature.

After discussion, matter was deferred to March 8th Council Meeting.

.

Water Tower Painting Specifications
Christoffersen advised that cost of Inspection of exterior of water
tower would be approximately $150.00; normally need to paint out-
side is concurrent with need for Interior painting (or within a
year or two).

After discussion, Council concurred that Christoffersen delete
reference to "Inspection" of exterior of tower; specs to include
option to paint outside also.

REPORT OF V I LLAGE BU I LDI NG I NSPECTOR LARRY SQU I RES

Temporary Exterior Storage of Pallets - Olympia Brewing Company
Squires referred Council to his memo of 2/20/76, noting his concern
that outdoor storage of the wooden pallets could possibly be a
fire hazard, especially during brush fire season.

After discussion of Ordinance requirement re exterior storage,
Council requested that Olympia Brewing Company apply for a variance
(Ord. 99); submit a "sketch" of the site, indicating proposed loca-
tion of temporary pallet storage; precautions to protect against
possible fir. hazard; proposed screening of pbllet storage area
from public streets and/or adjacent properties.

Deferred to Counci I meeting of March 8th, pending receipt of Board
of Appeals and Planning Commission recommendations re variance appli-
cation.

Presbyterian Homes Geriatric Care Center Preliminary Plan Review
Council referred to Squires memo of 2/20/76 re "possible trade-
offs that wou I d a" ow the open court concept", wh i ch was an I tern
discussed in review of the preliminary Geriatric Care Center plans.

Squires advised that the ~~6..f"J permits two floors
of open court (Presbytefian Homes is four floors); therefore, other
energy protection trade-offs, to permit this concept on four floors,
have to be Incorporated in the plans. Squires assured the Council
that these "trade-offs" wil I have no impact on the external aesthetics
of the bUilding.

Arden Manor Request for Changes in Special Use Permit - James Adams
It was noted that Mr. Adams had been present at the meeting, but
had left; therefore his letter of 2/6/76 was read aloud, and Council
discussed the changes requested by Mr. Adams in his letter.

.

In discussion of the two changes requested in IIIB of the Special
Use Permit, namely:

I. AI low homes to be brought Into areas where lines are
app roved rathe r than requ i r i n9 that a I I I I nes be app roved
before bringing In additional homes.

2. "The next 47 lots" be changed to read "the next 100 lots",

Councl I determined that no logical circumstances for changing the
condItions of the Special Use Permit have been presented to Council;
Council would have to have some assurance of completion of Community
Building and recreation feci Ilties prior to relaxing these require-
ments; VIllage Council must maintain its responsibility to citizens
living at Arden Manor as well as the developer.

-3-
