Motion carried unanimously (4 -0) . . <br /> (I t was Council's understanding that C le rk Administrator McNiesh <br /> shall determine the basis of billing,) <br /> REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> Plan Approval - Traffic Signals at County Ro ad E and Highway 5 1 <br /> Council was referred to Christoffersen's letter of 12-3-81 and to <br /> the Traf fic Signal Plans (MnDOT) ; noted that he has requested <br /> ce rt sin lighting changes for consistency with the County Road E <br /> lighting project. <br /> In discussion, Christoffersen was requested to also request that <br /> the signals be synchronized. <br /> Hollenhorst moved, seconded by McAllister, that Council approve <br /> the MnDOT plans for installation of traffic signals at the east <br /> and west ramps of T.H. 51 at County Road E, subject to the changes <br /> recommended by Engineer Christoffersen in his Ie t te r of 12-3-81, <br /> and request synchronization of the signals. Motion carried unan- <br /> imously (4-0), <br /> County Road E <br /> Ch ris tof fe rsen reported that Ramsey County will overlay the road, <br /> as part of the median island installation project, if the Ci ty <br /> will put in the sewer and water services to the remaining under- <br /> developed properties on the south side of Coun ty Road E, prior to <br /> completion of that project (DeCos t'e r and Flaherty parcels). <br /> Chris toffersen recommended chat Coun ci I consider this installation <br /> of these services; said he will discuss potential development with <br /> the p rope rty owners; suggested the matter be on the Council agenda <br /> in early February, 1982. <br /> :onsideration of Bids for Imp rove men t No. P81-l, Grey Fox Ro ad <br /> Deferred to December 28th meeting). <br /> REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> Case No, 81-36 , Site Plan Review - Cardiac Pacemakers, Inc. <br /> Council was referred to Planning Commission re commenda tion (Mi n- <br /> utes of 12-2-81) , and to transparency of C.P.1. site plan, indi- <br /> cating a proposed additional service d ri ve to Hamline Ave. from . <br /> the north end of the north building. <br /> Miller noted that the Zoning Administrator and he have presented <br /> the request to che Planning Commission and Council as a site plan <br /> review, not an amendmen t to the Special Use Permit. <br /> Miller explained that the need for the addi tional se rvi ce d ri ve <br /> is caused by internal changes at CPI; the traffic study indi ca tes <br /> very'low usage and li t t Ie or no impact on traffic on Hamline Ave. <br /> Miller said the proposed location of the drive would require <br /> virtually no removal of t re e 8 . <br /> Miller reported the Planning Commission recommends approval of the <br /> 12 I wide access as proposed, contingent upon sign age for service <br /> use only and it be limited to 6 vehicles/day (e.g. econoline type <br /> vans). <br /> -2- <br />
