Woodburn noted that the <br /> traffic study indicateS there is adequate sight line at Hamline <br /> and Floral; estimated the line of sight at about 600' . Woodburn <br /> . asked the number of people the 20-22 acre park is to serve. <br /> Adele Anderson said she didn I t know the number; the park does <br /> have a considerable amount of low land. Woodburn estimated Briar- <br /> kno 11 and Royal Hills at about 300 lots, average of 3 pe rs ons / <br /> house; using the formula of 1 acre/l00 peop Ie, 9 acre park should <br /> be sufficient; suggested that a loss of one or so seres msy not be <br /> deleterious; feels it is good planning to connect the road to <br /> Floral Drive - th rough the park may be the wsy we will have to go. <br /> In discussion of the optional north/south connection th rough the <br /> Hanson p rope rty, Johnson asked the purpose of the 60' wide strip. <br /> Mrs. Hanson said it is part of their property: consists of oak <br /> trees and prairie grass, Mrs. Hanson aaid they want to preserve <br /> it as it is: noted that if they lose it for a road for Eibenstiener, <br /> the Tschidas and Hansons will have to pay for a road we don I t need; <br /> we'll lose all 0 f our trees to a road. <br /> Hollenhorst noted that the Shorewood Hills area in which she lives <br /> is an area with long meandering roads, with only two access points; <br /> said she likes it that way; roads are not cul-de-sacs, however. <br /> Woodburn noted that the Planner recommends a loop road; also recom- <br /> mends a right turn lane at Hamline and Floral. <br /> Hollenhorst moved, Council approval of the 16 lot Preliminary Plat <br /> of Royal Hills with some type of cul-de-sac for poyal Lane in the <br /> park. Motion was seconded by McAllister. <br /> Miller noted that this does not preclude a connection to Floral <br /> Drive in the future, but feels it is unlikely it will go through, <br /> if not done now. <br /> Johnson said the City's primary concern has been to maintain a <br /> loop pattern of roads for snow plowing, emergency vehicles etc. ; <br /> DOW we 1 re creating about the longest dead-end road in the community <br /> feels some comp romises are needed to avoid the long cul-de-sec <br /> which he feels opens the City to liabilities. <br /> Motion did not carry (Hollenhorst, McAllister voting in favor; <br /> Johnson, Woodburn in opposition) (2-2). <br /> . (Recess) <br /> In further discussion, it was noted th at cul-de-sac (100' diam- <br /> a <br /> e te r) would take a good portion of the park; feels the only people <br /> that would use it would be those in Royal Hills, not residents on <br /> Colleen. Christoffersen said a turn area of some kind is re com- <br /> 'mended for maintenance purposes, and turning of fire trucka, <br /> school buses etc. , or extend the road to Floral Drive. <br /> Adele Anderson said she would prefer a turn-around of something <br /> lesa than the 100' diameter described; prefers a turn-around in <br /> the park to extension of the road th rough the park. <br /> Mr. Ed Heisler, 1489 Co lleen Ave., asked how much of the park <br /> would be needed to run the road through. Christoffersen estimated <br /> the road at 34' x 500' (.4 acre) vs. abou t .2 acre for a cul-de- <br /> s.c. <br /> -5- <br />
