<br /> . . <br /> Minutes of Regular Council Meeting Dee, 14, 1981 <br /> Ade Ie Anderson said she feels a road th rough the park will have <br /> an affect on aes the ti cs and planning of the park. <br /> A reaident from the area said he doesn't believe 10% of the area <br /> residents know Floral Park exists; a road would mske the park <br /> more accessible to peop Ie in the area and more visable as well. <br /> Johnson moved, seconded by Hollenhorst, that Council approve the <br /> 16 lot Preliminary Plat of Royal Hi 11s wi th Royal Lane extended <br /> to the eas t and south to Floral Drive, and modification of the <br /> park in such a manner that the southwest corner be hard surface <br /> for parking and/or play area; existing hard-surface area be <br /> changed to green area. Motion did not carry (Johnson, Woodb urn <br /> voting in favor; Hollenhorst, McAllister voting in opposi tion.) <br /> (2-2) . . <br /> I twas suggested that Council could approve the plat and authorize <br /> the engineer to proceed with the feasibility study based on the <br /> 16 lot layout, with various road endings. After, dis cuss ion, <br /> Clerk Administrator was requested to contact Councilman Wingert <br /> relative to his attending a special or regular Council meeting. <br /> Hollenhorst moved to tab Ie action on the plat. Mo tion was second- <br /> ed by Johnson and carried unsnimously (4-0) . <br /> Report on Ci viI Defense Siren <br /> (Deferred to a later meeting) <br /> Youth Service Bureau <br /> Ch ris CI auson, Don Severson, Willis Warkentien and Carol Seiden- <br /> kranz described the work of the Youth Service Bure au and requested <br /> Arden Hills financial support for delinquency prevention of the <br /> village 12 to 18 year olds. It was explained that Arden Hills <br /> youth can only participate in the Bureau if the Village partic- <br /> ipates in the funding. <br /> I twas explained that the Youth Se rvi ce Bureau helps prevent youth <br /> from becoming~accused personstl; a large number of parents have <br /> Ii tt Ie interest in correcting a child, if they have to be come in- <br /> volved; Youth Bureau will work with youth, without the parents. <br /> I twas noted that Village residents appreciate the job pool which <br /> the Youth Bureau developed to provide jobs for youth making re s t i- <br /> tution possible. <br /> I twas explained that Arden Hills youth and paren t are told they <br /> can't participate in the Bureau because it is not supported by <br /> Arden Hi 11s; e i gh t other municipalities pay for the service which <br /> is a cooperative effort. It was noted that, in bad economic times >> <br /> there is more need for the Youth Service Bureau - more crime, more <br /> alcohol use, more theft, child abuse, chemical dependency. Clauson <br /> asked Council to make a conscientious effort to support the bureau <br /> in its activities: reported 90%of those referred to the bureau <br /> have behaviors that could be provided service and 80% of the s e do <br /> not reappear in court. <br /> In discussion of fees, it was s tate d that four years ago, no fees <br /> were charged; now use a sliding fee scale: people who do not have . <br /> ab iIi ty to pay, do not pay; bureau is 50% funded by County and <br /> Slate, and 50% by Municipalities and clienta; YSB is a non-profit <br /> cooperative organization; not a private agency. City pays a ce r- <br /> tain percent of the CDS ts ; objective is to provide service to that <br /> city, not to cities that do not participate in a percent of the <br /> costs. <br /> Hollenhorst stated she would like the Village to support the pro- <br /> gram. Concern was expressed relative to this service being a <br /> function of government; if it is, why not help with senile and <br /> alcohol problems as well - don't know when to draw the line; also <br /> of concern was the County's bene fi t for its participation in co s t s , <br /> Arden Hi lIs is part of Rams ey County. <br /> Council de fe rred action to a 1982 Council meeting. <br /> -6- <br />
