<br /> .. .. <br /> Minutes of Regular Council Meeting Nov. 9, 1981 <br /> Caae No. 81- 34 , Site Plan Review - Michael Jay, <br /> 1253 Connelly Avenue applicant's father about a <br /> Miller reported that he met with the <br /> year ago, relative to the primary concerna of the site, in an <br /> attempt to get the desired acreening of the exterior storage. <br /> Miller referred Council to a transparency of . sketch of the site <br /> and auggeated areas to be screened from public view. <br /> Miller indicated the area of primary storage and the applicant, <br /> Mike Jay, aaid he basicslly will go along with the plan aa shown. <br /> Jay said that since they purchased the property they have: <br /> 1. replaced an old sidewslk <br /> 2. re-sodded the fron t area <br /> 3. painted and re-roofed most of the building <br /> . 4. removed sll exterior storage except the construction <br /> .aterials for Jay Bros. Construction Co. <br /> Jay circulated pictures of the site noting the changes lIlade since <br /> their purchase of it in 1979. <br /> aay said he proposes to screen the existing exterior storage by <br /> adding vinyl slats to the existing chain link fence which bordera <br /> tbe Flaherty parking lot. Jay said the fence, according, to Dick <br /> Flaherty, is owned by Flaherty's, but they would not object to <br /> tbe addition of the proposed slats for screening purposes. Jay <br /> said the fence ia also essential for security reasons; proposea <br /> to extend the slatted fence to the building allowing for some off <br /> atreet parking and building in front of the fenced construction <br /> yard. Jay add he doea not think the suggested plantinga along <br /> the north/south fence line is practical bordering this high-use <br /> parking lot; feela replacement of the plant msteriels would be <br /> continuous. <br /> In discussion, it was suggested that woodsn slate might be pre- <br /> ferable to the vinyl material. Picturea of wood-slat chain link <br /> fences were shown to Counci l. Concern waa expressed that the <br /> elats (vinyl or wood) would not last; would be removed, broken <br /> and scattered by vandals. <br /> Jay explained that they intend to sell the property; have been <br /> .aintaining the existing lawn and plant msterials; will provide <br /> acreening of the storage yard along the weat and aouth sides. <br /> In discussion, it was suggested that wooden slats would look <br /> better and would not be as easily broken and removed as the pro- <br /> poaed vinyl slats, but it appears tbey require a different fence <br /> fabric than the existing. Another concern was wbether the exist- <br /> ing fence, with the addition of slats, would withstand strong <br /> winds. It was suggested tbat a timber fence is probably the real <br /> approach to screen the exterior storage. Concern was also ex- <br /> pressed by Council relative to the adviaability of plant materials <br /> along the north/south line. It was noted that snow plows would <br /> push snow, salt, oil and gasoline on tbem. Vinea on the fence <br /> w~uld also be affected by the aoil contalllinates and would not <br /> serve aa a l2-month screen. <br /> . Jay advised tbat he is not aware of any neighbor complaints. <br /> In furtber diacusaion, it was suggested that two-year approval <br /> of tbe propoaed acreening be conaidered, to see if it is sUll <br /> acceptable at that time. <br /> McAllister 1Il0ved, secollded by Woodburn, that Council approve a 6' <br /> high cbaill link fence, with slats matching the color of the build- <br /> ing. along the west property line, extending in an east/west direc- <br /> tion to the building, incorporating a gate, which is also slatted, <br /> to provide screening of atorage yard. Motion did not carry <br /> (Woodburn voting in favor of the 1Il0tion; JOhnson. McAlliater. <br /> Hollenhorst voting in oppoaition. <br /> -3- <br />
