<br />... <br /> <br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br /> <br />July 27, 1981 <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />$225,000 at Northwestern National Bank, St. Paul, for 4 mos. <br />@ 16 5/8% interest, maturing November 13, 1981. <br /> <br />$380,000 at Twin City Federal @ 17.65% interest for 6 mos., <br />maturing January 20, 1982. <br /> <br />$335,000 at Twin City Federal @ 18.25% interest for 3 mos., <br />maturing October 21, 1981. <br /> <br />McAllister moved to ratify the Treasurer's investments. Motion <br />was seconded by Wingert and carried unanimously. (5-0) <br /> <br />OTHER BUSINESS <br /> <br />Request to Purchase Weed Sprayer, Mower and Grass Trimmer <br />Council was referred to Buckley's memo of July 23, 1981. <br /> <br />After review of memo and discussion, McAllister moved, seconded <br />by Wingert, that Council authorize the purchase of the sprayer <br />@ $I,240.00, the mower @ $280.00 and the trimmer @ $247.50 as <br />per memo. Motion carried unanimously. (5-0) <br /> <br />MSI Claims Center, Final Landscape Approval and Release of Bond <br />Council was referred to report of Landscape Inspector Gene Kruck- <br />enberg (7-21-81). <br /> <br />.. <br />Wingert moved, seconded by Johnson, that Council approve the <br />final landscaping and authorize release of the bond. Motion <br />carried unanimOUSly. (5-0) <br /> <br />Case No. 81-17, Amended Special Use Permit <br />Bethel College <br />Council was referred to draft of Amended Permanent Special Use <br />Permit - Case Nos. 78-5 and 81-17. <br /> <br />In discussion, it was queried if the 15% site coverage by build- <br />ings, drives, parking, walks, etc. includes the athletic complex <br />('7, Page 3). Also queTied was the meaning of Itextensivelt use <br />of campus facilities ('1, Page 2). McNiesh was requested to <br />check these with Planner Miller and Attorney Lynden respectively. <br /> <br />Johnson moved, seconded by Hollenhorst, that Council approve the <br />Amended Special Use Permit, Case Nos. 78-5 and 81-17 as written, <br />subject to insertion of date on Page I and verification of 15% <br />coverage on Page 3. <br /> <br />Su~~estion re Diseased Tree Inspection Procedure <br />Council was referred to letter from Cyril E. Sheehy (7-10-8l) <br />and to Buckley's memo in response thereto (7-24-81). <br /> <br />Council concurred with the present policy for testing tree samples, <br />as outlined in Buckley's memo. <br /> <br />Approval of Explanation of Variance Procedure <br />After discussion of draft of Explanation of Variance Procedure, <br />recommended by the Planning Commission as a "hand outlt to help <br />applicants understand the procedure, it was the general concensus <br />of Council that the last page (What is an "Undue Hardshipl1t) <br />should be deleted. Council concurred with the remainder of the <br />document, if the Planning Commission feels it will be helpful; <br />considers it a document of the Planning Commission, not of Council, <br />and, if followed, should not be interpreted to guarantee approval <br />of a variance. <br /> <br />Proposed Detached Pathway Policy - Ramsey County <br />Council was referred to memo from Kenneth Weltzin, Ramsey County, <br />re Proposed Detached Pathway Policy (7-20-81). <br /> <br />-3- <br />
