<br />Minutes of Regular Council Meeting <br /> <br />July 13, 1981 <br /> <br />Miller explained that the preliminary <br />to give an idea of what is proposed - <br />of intent sud scale. <br /> <br />site plsn submitted is <br />s genersl orientation <br /> <br />Council wss referred to the Minutes of the Planning Commission <br />meeting of 7-1-81 summarizing concerns of the Commission and <br />residents attending the public hearing~ <br /> <br />Prior to discussion, Woodburn excused himself from the discus- <br />sion and Council action, because of a possible conflict of <br />interest. . <br /> <br />. <br /> <br />Attorney Joe Ryan explained that Fridley Medical Center is in <br />the preliminary stages of expansion; have facilities in Blaine <br />and Fridley and have been well accepted by these residential <br />communitiea. Larson described the proposed center to consist <br />of small medicsl center related shops (optical, prosthetics, <br />gifts, pharmacy, food service, etc.). <br /> <br />An artist's rendering of the building concept wss shown by <br />Vivian Haese (Fridley Medical Center Administrator, and Dr. <br />Vesell (Blaine Medical Center) described the need for a facility <br />in this area aa indicated by a study of the North Ramsey County <br />srea (Arden Hills, Shoreview, North Oaks, etc.). <br /> <br />It was noted that one of the concerns of the Planning Commission <br />was the control the city would have of retail development (8-2 <br />District), which permit_ many commercial uses, some of which <br />may not be compatible with the existing R-l to the east. <br /> <br />In discussion, some of the proposed commercial (e.g. gift/card <br />shop) uses were queried as to whether they are considered <br />easential to the Medical Center; suggested that a 8-1 zoning <br />may suffice and City's control of the development would be <br />retained by means of a Special Use Permit. Proposed land use <br />of the remainder of the undeveloped 49 acres to the south and <br />west was deacribed by Charles Larson to be a large church com- <br />plex, greater than that of Mount Olivet; does not understand <br />how this 7 acres can be considered for R-l houses adjacent <br />to such a proposal. Larson referred Council to letter from <br />Reeves urging Council's approval of the application. <br /> <br />It was noted that the degree to which the City must rezone to <br />accommodate the medical center is the question; with a Special <br />Use Permit, it was noted, it could be in a 8-1 District. Con- <br />cern was expressed relative to opening the door to retail sales, <br />restaurants, etc. Larson said they requested the B-2 because <br />of the flexibility it provides; if B-1 is suitable to accommo- <br />date our proposal, it is O.K. with us. <br /> <br />. <br /> <br />Jim Miller, 4482 N. Snelling Avenue, said he opposes the rezon- <br />ing; area was R-I when he bought his property and feels it <br />should remain R-l; noted that the proposed site is well within <br />site of his house; expressed concern that Snelling Avenue will <br />become a commercial street; opposes all commercialization in <br />this area. Miller noted that emergency service means sirens; <br />feels if the rezoning is allowed now, there hasn't been any <br />"planning" . <br /> <br />Miller presented a letter to Council from Mr. and Mrs. Don <br />Molenaar opposing the rezoning and the proposed medical center, <br />which Mayor Woodburn read aloud. <br /> <br />Miller said he opposes any rezoning; would not object to R-l <br />uses, such aa townhouses, duplexes, etc. permitted by Special <br />Use Permit. <br /> <br />-3- <br /> <br />.....::....: <br />
