Snelling Avenue, said her property will be
affected; understands there are already plans to up-grade Snel-
ling Avenue, which she was not aware of until recently; noted
that the church's plans are not known at this time; feels prop-
erty should not be rezoned to either 8-1 or B-2 because we don't .
know what the actual proposal is for either the clinic or the
church.

Planner Miller noted, for c~arification, that the 1976 Compre-
hensive Plan designated this site for commercial use as an
alternate location to the existing B-2 zoned property at High-
ways 10 and 96, because of anticipated traffic at that inter-
aection. Miller noted that the 1980 Comprehensive Plan elim-
inated the previous commercial designation and designated the
entire area for medium density residential use. Miller said
he understands that professional offices and/or neighborhood
convenience commercial were uses which were considered appro-
priate for this area.

John McClung, 4326 N. Saelling Avenue, said he fesrs a traffic
problem will be createdt Snelling will get traffic from Hamline
coming across Colleen Avenue. McClung said he considers this
"spot zoning" which will reduce the value of his residential
development; noted that the property owners are hoping for
$50,000 to $60,OOO/acre, rather than $8,000/acre for residential
land. McClung said he opposes the proposal, which is "very
sketchy" at this time.

Frances Podlasek, 4410 N. Snelling Avenue, asked if the church
is in the land speculation business; feels their plans should
be known.

It was suggested that
at Highways 96 and 10
plained that this was
availab Ie.

rezoning adjacent to the existing B-2
might be more appropriate. Miller ex-
a consideration, but that land is not

Hollenhorst moved, seconded by Wingert, that Council deny rezon-
ing of the property to B-2. Motion carried (Hollenhorst, Johnson,
Wingert, McAllister voting in favor of the motion; Woodburn ab-
atained).

Larson asked Council to recognize s 8-1 rezoning. He was advised
thst spplicstion for B-1 zoning can be made, if the spplicant
desires. It wss noted that s separate public hearing would have
to be scheduled before the Planning Commission;

REPORT OF VILLAGE TREASURER DONALD LAM8 (Absent)

.

McNiesh reported no investments since the last Council meeting.

OTHER 8USINESS

Resignation from Planning Commission
Mayor Woodburn read a letter of resignation from the Planning
Commission from james Luban.

Hollenhorst moved, seconded by Wingert, that Council accept with
regret Jim Lubsn's resignation snd suthorized issuance of a
Certificate of Appreciation for his services to the Village.
Motion carried unsnimously (5-0).

-4-
