<br />. <br /> <br />Minutes of Regular Council Meeting <br /> <br />July 13, 1981 <br /> <br />. <br /> <br />Park Dedication <br />A. Arden Hills Corporate Center - 5.6 Acres <br />8ased on a purchase price estimate of $30,OOO/acre, <br />McAllister recommended Council approval of $12,960.00, <br />plus a 20' wide strip of land along the westerly <br />property line (20' x 278.6') as satisfaction of the <br />park dedication requirements; payable 1/3 at occupancy <br />of each of the first three buildings; total payable <br />in 2 yesrs. <br /> <br />Wingert moved, seconded by Hollenhorst, that Council <br />sccept the 20' wide land dedication and $12,960.00 <br />cash- payment as outlined, as full satisfsction of the <br />park dedication requirements of Arden Hills Corporate <br />Center. Motion carried unanimously (5-0). <br /> <br />ll. <br /> <br />Evenson Office 8uilding - 5.2 Acres <br />McAllister .reported that, based on the $270,000 cost <br />figure, she recommends Council approval of a $27,000 <br />park dedication; $5,000 now at occupancy of the 2,400 <br />sq. ft. portion of the building, and the balance in <br />90 days. <br /> <br />Wingert moved, seconded by Johnson, that Council accept <br />the $27,000 as full satisfaction of the Evenson Office <br />8uilding park de~ication, as outlined. Motion carried <br />unanimously (5~OJ. <br /> <br />Public Works - OJT Student, Summer Employment <br />Council was referred to memo from Johansen (7-9-81). <br /> <br />Wingert moved, seconded by Hollenhorst, that Council authorize <br />the hiring of 8rian Thunborg as an OJT Student employee in the <br />Public Works Department at $3.25/hr effective July 15,:1981. <br />Motion carried unanimously (5-0). <br /> <br />Youth Soccer Instructors <br />Council was referred to memo from Buckley (7-10-81). <br /> <br />McAllister moved, seconded by Wingert, that Council authorize <br />the hiring of the Youth Soccer Instructors as listed in Buckley's <br />memo of July 10th. Motion carried unanimously (5-0). <br /> <br />(It was noted that, in the future, Council approval of hiring <br />personnel should be in advance of the program.) <br /> <br />Finance Committee Recommendations - License snd Permit Fees <br />Council Was referred to Minutes of the Finance Committee meeting <br />of 7-9-81 and to Sub-committee memo of 6-10-81. <br /> <br />. <br /> <br />Council discussed the recommended changes; noted thst the licen8e <br />and permit fees are intended to recuperate expenses, not a means <br />of rai8ing money; deferred action until a later meeting. <br /> <br />Council concurred that review of fees every other year was too <br />often, every five years more reasonable. <br /> <br />REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE McNIESH <br /> <br />1982 8udget Guideline <br />Council was referred to McNiesh's memo (7-10-81) re 1982 Budget. <br /> <br />Council authorized an 8% multiplier for budgeting purpose8. <br /> <br />-5- <br />
