<br />Kinutes of Regular Council Keeting <br /> <br />June 8, 1981 <br /> <br />Barry Warner (Barton Aschaan Associates) described the basis of the <br />study and the concerns involved to accoamodate the aulti-uses in <br />the south campus, and retain the natural festures - existing vega- <br />tation, wetlands, slopes, etc. <br /> <br />Architect Dick Cottle showed a rendering of the proposed field <br />house which will be earth-sheltered on the esst (high side) function- <br />ing as a transition between the two plateaus (about a 20' grsde <br />dange). The 50,000 sq. ft. bUildin~l?~l~ccomaodate five tennis <br />courts, four racke t b all courts, a " track, 10cke r and chang- <br />ing rooas, ticket rooa; also will be use for physical ed classes. <br />The building ie proposed to be constructed in two phases and will . <br />be of "Bethel brick" faced aasonry walls, steel joints and insul- <br />ated aetal panels in earth tones. <br /> <br />Shelley Johnson, Traffic Engineer (Barton Aschaan Assoc.) described <br />the roadway plans as adequate with the two existing access points; <br />an access north of the lake is not considered advisable, at least <br />not at this tiae. <br /> <br />In review of parking needs, Johnson said that 871 spaces exist; <br />estiaates sn sdditional 120 spaces will be needed; proposes an <br />additional 170 spaces in the south campus; noted thst the existing <br />parking areas could provide several aore spaces by reducing the <br />space widths (are now 9 ft. wide). <br /> <br />Lissner explained the order of construction priority: <br /> <br />~ <br />library/non-library additions - fall of 1981 <br />1st phase, field house - 1982 <br />grading of fields - 83/84 <br />bleachers, etc. - 8'/85 <br />auditoriua - '85 <br />acience/fine arts/pool - no schedule to date. <br /> <br />In review of the up-dated p1ens, Lissner noted that the location <br />of the. "Scall.dia Church" is not accurately shown. Lissner said the <br />existing house (Highway 51, north of Soo Line) is proposed to <br />event~~lly accoa.odete aaintenance facility which ie now in the <br />baseaeat of an acadeaic coaplex building. . <br /> <br />Lissner explained that the proposed grading consists of flattening <br />the plateaus and will not appreciably affect the rate of run-off; <br />wetland drainage froa the parking lot is to the west and south; <br />froa the football field is to the northeast and southwest. Lissner <br />said the footbel1 field is a wetland area; it is unknown at thia <br />~ae how auch fill will be needed to construct the field; propose <br />to place an excese of soil on the site for a year or so to deter- <br />mine the needed a~ount. <br /> <br />Council referred Lissner to a letter froa Soo Line requesting a <br />fence along the Soo Line r-o-w. Barry Warner said the southeest <br />portion of the site is the only area where there is not a signi- <br />fican t grade change. <br /> <br />In discussion regarding traffic impsct on Old Highway 10 during <br />football gaaea, Shelly Johnson said the road is signed "No Parking"; <br />propose to enhance the existing plant aaCerials between the road <br />and the field; sight line will be very miniaa1; view of field for <br />south-bound traffic will be addressed by adding plant aaterial. <br /> <br />. <br /> <br />In answer to inquiry regarding fire equipment access to the field <br />house, Lissner said they have not discussed this with the Fire <br />Chief; there is ad~quate space available for the required access. <br /> <br />Wingert moved, secon~ed by Johnson, that Council approve the Amended <br />Haster CampUS Plan and Aaend.ent of the Special Use Permit for <br />Bethel Campus, Case No. 78-5, not including any grading, architect- <br />ural or drainage plans.
