<br />Minutes of Regular Council Meeting <br /> <br />June 8, 1981 <br /> <br />Comprehensive Plan Review - Status Report <br />Miller briefly reviewed the Comprehensive Plan Critique by <br />Metro Council; noted that the sewer element will be resolved by <br />Christoffersen; housing element is inconsistent with Metro <br />Council policy in that no high density zoned land (R-4) is avail- <br />able today for development; also want some commitment to Section <br />8. Miller said that most other inconsistencies noted can be <br />resolved by verification or by adding statistics requested. <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />Deposition of FilIon Red Fox Road - George ReilinR <br />George Reiling explained that contractors have difficulty find- <br />ing places to deposit fill; said he needed the fill and did not <br />ask if the contrsctor had a permit - he didn't have one. Reiling <br />said he graded the srea some yesrs ago; took fill from the Arden <br />Plaza shopping area; also used fill from other construction <br />jobs; didn't realize a permit was needed and no one ssid any_thing. <br />Reiling said he did not know the amount of fill placed on this <br />site; said he stopped filling when requested to stop. <br /> <br />Woodburn explained that the reason for the permit requirement <br />is to determine whether or not s site should be filled or not, <br />e.g. drainage and ponding areas; noted that Council does not know <br />what was done and whether it was good or bad; Council is committed <br />to up-hold the law. <br /> <br />Reiling said he caused no damage; did not increase water run-off; <br />did not increaae or dectease the rate of flow; wanted the dirt <br />and spread it out; said he will not accept any more fill in this <br />area. <br /> <br />In discussion, Council explained that it must know whether or <br />not tbe fill placed on the site causes an obstruction for natural <br />drainage; whicb is the reason for the Special Use Permit require- <br />ment. <br /> <br />Reiling said a 60-day wait for a permit is unreasonable; not <br />done in other cities; can obtain a permit immediately in Rose- <br />ville and Shoreview. <br /> <br />Matter was deferred temporarily wbile Council considers the issue; <br />will contact Reiling if a problem arises. <br /> <br />Karth Lake South (Wynridge) - Approval of Final Payment and <br />Acceptance of Improvements <br />Wingert moved, seconded by Johnson, that Council accept the Karth <br />Lake Soutb improvements and authorize Final Payment. Motion <br />carried unanimously. <br /> <br />1981 Bituminous Sealcoating Project <br />Johnson. moved, seconded by Hollenhorst, that Council authorize <br />advertisement for bids for the 1981 Bituminous Sealcoating Pro- <br />ject. Motion carried unanimously. <br /> <br />. <br /> <br />(Bid opening to be at 2:00 p.m. on June 25th) <br /> <br />Public Works Department - Temporary Summer Employee <br />Hollenhorst moved, seconded by Wingert, that Council approve the <br />hiring of Tim Thompson at $6.00/hour as a temporary summer Public <br />Works employee. Motion carried unanimously. <br /> <br />Parks Summer Playground Stsff, Golf snd Tennis Instructors <br />Council was ref~rred to Buckley's memo of 6-4-81 recommending <br />leaders to be hired for the 1981 Summer Program. <br /> <br />McAlliater moved, seconded by Johnson, that Council approve <br />hi~ing tbe leaders as recommended.
