<br />In discussion of maintenance of Grey Fox Road through
<br />the winter, Christoffersen ssid they have had good success
<br />with crushed limestone which provides good settlement;
<br />prefers to leave the limestone through the winter; feels
<br />they can keep the limestone road open for truck travel,
<br />
<br />Discussion re Bond Ssle and Timing of Assessment Hearing
<br />Popovich explained that historically, Arden Hills has
<br />held assessment hearings after the work is complete and
<br />all costs are firm; noted that Shoreview is proposing
<br />to hold its assessment hearing based on bids received,
<br />
<br />Popovich noted that the money will not be needed until the
<br />contracts are let; suggested that bond bids and construc-
<br />tion bids could be let at the same time,
<br />
<br />Popovich explained that percent to be assessed is a judge-
<br />mental decision; must assess st least 20%, Popovich recom-
<br />mended that an appraiser be hired to give a "ballpark figure"
<br />of property worth before and after the,improvement;suggeated
<br />that a sub,equent "full fledged appraisal" can be made
<br />later if there is an actual challenge on certain properties.

<br />Popovich ,aid that establishment of a storm sewer district
<br />i, very seldom u,ed, but is a possible alternative; feals
<br />this would present problems.

<br />Internal financing vs bonding was discussed. Popovich
<br />explained that internal financing could squeeze too much
<br />and cause city to give up flexibility; said it appears a
<br />bond issue is needed, Lamb concurred,
<br />
<br />McNiesh suggested that the County Road E,
<br />storm drainage and possibly the northwest
<br />could all be included in the bond issue.

<br />In further discussion relative to the Grey Fox Road Improve-
<br />ment, it was noted that MSA monies can be releasad as soon
<br />as preparation of plans and specifications are ordered;
<br />could also include this improvement in the bonding.
<br />
<br />Popovich advised that the city bond for all its needs at
<br />one time; noted it costs less to bond for more (the cost
<br />does not double at 2 million, over 1 million).
<br />
<br />Christoffersen reported that he has answered the inquiries
<br />of RCWD; it is his understanding that a permit cannot be
<br />issued until they have plana and specifications; they have
<br />approved the comprehensive general drainage plan,
<br />Christoffersen reported that he does not anticipate any
<br />changes or problems relative to the MnDOT joint powers
<br />agreement,

<br />After discussion, Hollenhorst moved, seconded by Johnson,
<br />that Council approve Resolution No, 81-37 ORDERING THE
<br />IMPROVEMENT AND AUTHORIZING THE PREPARATION OF PLANS AND
<br />SPECIFICATIONS FOR IMPROVEMENT ST 81-2, Motion carried

<br />Resolution No, 81-36, Request for MSA Funding for Improvement
<br />No, P-80-1, Project B - Street Lighting, County Road E
<br />Christoffersen said be arrived at the $39,000 requested MSA fund-
<br />ing by reducing his cost estimate ($81,006) by $3,100, the cost
<br />of the one light on private property and 2 extra replacement
<br />standards; 50% of $78,000 ($77,906) . $39,000.

<br />Hollenhorst moved, seconded by Johnson, that Council approve
<br />aasolution No. 81-36, APPROPRIATION OF MUNICIPAL STATE-AID FUNDS
<br />TO C.S,A,H. Motion carried unanimously,
