<br />, <br /> <br />Minutes of Regular Council Meeting <br /> <br />April 13, 1981 <br /> <br />Representative Steve Novak <br />Novak discussed issues before the legislature this session; noted <br />that the State Budget has been dominant and reported some of the <br />possible solutions to the deficit under coosideration: <br /> <br />-add 1~ to sales tax <br />-freeze on indexing <br />-pattern State Income Tax re medical after Federal <br />-eliminate Federal deductible from State Tax <br /> <br />Novak noted that other issues to be resolved this legislative <br />session are: <br /> <br />. <br /> <br />-Proposed 20% decrease in Workmen's Compensation. <br />-Congressionsl and State redistricting <br />-unemployment compensation <br />-school aid. <br /> <br />In discussion of local issues, Novsk was informed of Council's con- <br />cerns re the lowering of the level of Round Lake, and of apparent <br />conflicting and overlapping water control laws which should be <br />straightened out. <br /> <br />MnDOT Request for Village to Provide Traffic Counts <br />Council was referred to letter from MnDOT (2-23-81) ~nd <br />Christoffersen's letter of 3-19-81 re traffic counting in Arden <br />Hills. <br /> <br />After discussion, Council requested that Johansen ascertain cost <br />of counting equipment, and that Christoffersen obtain additional <br />information from MnDOT relative to the counts requested, for <br />Council's consideration. <br /> <br />MSA Funds <br />Christoffersen referred Council to a letter he received from MnDOT <br />re Unencumbered Construction Fund Needs Adjustment, reminding that <br />construction contracts must be awarded by June 30th to reduce con- <br />struction fund balance to the allowable limit to avoid a possible <br />needs adjustment. <br /> <br />Christoffersen reported that the amount Arden Hills has in the fund <br />will not be cut, but next year's allotment may be reduced if the <br />money is not spent; suggested that the City notify the State of <br />the city's reasons for not spending the construction fund monies <br />to date. <br /> <br />RCWD - Weir Construction So. of Cty. E-2 <br /> <br />Concern was expressed relative to RCWD meeting minutes re Arden <br />Hills' concerns pertaining to the Weir construction south of E2. <br />Crichton agreed to relay Council's concern to RCWD (requested a <br />copy of City's original letter to RCWD and a copy of Christoffersen's <br />memo to the Council re these structures). <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />Addition to Comprehensive PIan <br />Council was referred to Planning Memo of April 2, 1981 re Compre- <br />hensive Development Plan, and to letter drafted by Christoffersen <br />relative to items 1 and 2 therein. <br /> <br />After discussion, Council authorized: <br /> <br />1. Christoffersen to send his proposed letter to Metro <br />Council, amending the decision date re alternate sewer <br />routes to December, 1981, and <br /> <br />2. Addition of Items 3 to Public Utilities Policies <br />(Page 91), and <br /> <br />3. Addition of Item 4 to Official Controls Section Imple- <br />mentation Element (page 97), as proposed in Planning <br />Memo. <br /> <br />-3- <br />
