Regular Council Meeting <br /> <br />April 13, 1981 <br /> <br />. <br /> <br />, <br /> <br />Case No. 80-19 McClung Second Addition <br />Council was referred to cross section of lots 7 and 10, proposed <br />McClung Second Addition Preliminary Plat and to McClung's memo <br />of 4-13-81. <br /> <br />After discussion, Woodburn moved, seconded by Johnson, that Council <br />approve the Preliminary Plat of McClung's Second Addition as pro- <br />posed at tonight's meeting (April 13, 1981), contingent upon de- <br />velopment Agreement and Performance Bond approval by the City <br />Attorney. Motion carried unanimously. <br /> <br />(Proposed Preliminary Plat of McClung's Third Addition was de- <br />ferred to a later meeting). <br /> <br />Human Rights Commission Recommendations-Junior Member . <br />Council was referred to Human Rights Committee Minutes of April 2nd. <br /> <br />Mayor Crichton appointed Sheryl Laden as Junior Member of the <br />Arden Hil1s Human Rights Commission for calendar year 1981. <br /> <br />Woodburn moved to ratify the Mayor's appointment. <br />seconded by Hollenhorst and carried unanimously. <br /> <br />Motion was <br /> <br />Annual Heeting of Human Rights CEmmission <br />Council authorized the attendance of Human Rights Commission members <br />at the Annual Meeting @ $20.00/person within amount budgeted. <br /> <br />Turf Aerator <br />Council was referred to Buckley's memo of 4-9-81 re turf aeration. <br /> <br />After diacussion, McAllister moved, seconded by Johnson, that <br />Council approve the purchase of the Demo - R.L. Gould aerator at <br />$1700 as per Buckley's memo of 3-27-81. Motion carried unanimously. <br /> <br />Report on Meetings re Round Lake <br />Crichton reported that Fish and Wildlife proposes to lower the <br />lake level, residents object to same. Pending a public meeting on <br />May 5th at Mounds View High School gym at 7:30 p.m., Fish and Wild- <br />life has aBreed to replace the stop logs at the outlet and residents <br />.have agreed to clean up debris along the fenced lakeshore. <br />Crichton reported that if downstream drainage is impacted, City <br />would no doubt get involved; noted that DNR controls lake levels; <br />Fish and Wildlife, therefore, will need a permit from ~R relative <br />to in and out water. ~NR <br /> <br />Report on Meeting re Sanitary Landfill Site <br />Johnson reported that a meeting was scheduled at 11:00 a.m. on <br />April 6th at the County Board RODm; time did not permit his stay- <br />ing until this item was on the Agenda. <br /> <br />Johnson reported that specific sites have been checked by the <br />staff, one of which is northwest of Sunfish Lake in the araenal <br />grounds; feels it rather remote that the arsenal will be aelected. <br />Johnson reported that the meeting was of orientation, not of <br />decision making. <br /> <br />Crichton queried whether a landfill site so close to Marsden and <br />Sunfish Lake would possibly permeate the whole water table. <br /> <br />. <br /> <br />Memo re Newspaper Delivery <br />Council was referred to McAllister's memo of April 2nd re News- <br />paper Delivery Boxes. McAllister said she considers the orange <br />and yellow tubes a blight on the landscape. It was noted that <br />Roseville is currently considering a ban on the tubes. <br /> <br />No action was taken. <br /> <br />REPORT OF CLERK ADMINISTRATOR CHARLOTTE ~iC NIESH <br /> <br />Briarknoll Sign Variance Application <br />McNiesh reported that Briarknoll has applied for a sign variance <br />which will be considered by the Planning Commission on May 6th; <br />current temporary sign permit expires on April 30th. <br /> <br />-4- <br />
