It was noted that the applicant will sacrifice the <br />lot surrounding the lift station as a buildinK lot; proposes to <br />develop a total of 4 iots on Tiller Lane, one now and three at <br />some future date. . <br /> <br />Engineer Sunde presented an amended layout which represents a <br />volume trade-off; cutting on amended plan is indicated along the <br />west portion of Parcel 2, instead of from the lot surrounding the <br />lift station. <br /> <br />In discussion of the eventual 4-lot subdivision, and flood study <br />requirement that the lowest floor be above 882 contour line, Sunde <br />said he is proposing 885 for the lowest level. (Normal is at 880 <br />contour). <br /> <br />. <br /> <br />Concern was expressed as to how flow in this entire area will be <br />controlled. It was suggested that the city planner and engineers <br />produce a solution prior to the proposed 3-lot subdivision of the <br />balance of the parcel (parcel 2). Christianson said he is also <br />willing to work with the attorney to resolve the ownership of 40' <br />wide "service drive" adjacent to a portion of the west side of <br />parcel 2. <br /> <br />Sunde explained that the purpose of the marsh, at preseni, ia a <br />settling basin; after the cut and fill as proposed, it will still <br />have a marsh appearance; explained that the plan does not alter <br />this and will not make it an open water area. <br /> <br />After discussion, Johnson moved, seconded by Hollenhorst that <br />Council approve the lot split as per modified plan dated 3-9-81, <br />subject to approval by the city engineer. Motion carried unan- <br />imously. (A one-ny-one lot subdivision of the balance of Parcel <br />2 will not be acceptable.) <br />(Resolution of the park dedication was deferred until balance of <br />parcel is subdivided.) <br /> <br />Ordinance No. 213 - Council Interpretation re wind powered Kenerator <br />Council deferred discussion pertaining to appropriate application <br />for wind-powered generator until March 23rd meeting. <br /> <br />Council was referred to the Planning Commission recommendation <br />(Minute.s of 3-4-81) that the application should be for a Special <br />Use Permit (required for "accessory uses other than normal" in <br />all zoning districts). <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br />$251,754.87 at First Bank St. Paul for 6 months at 15% interest, <br />to mature 9-8-81. <br /> <br />Johnson moved to ratify the Treasurer's investment. <br />seconded by Hollenhorst and carried unanimously. <br /> <br />Motion was. <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />1981 Diseased Tree Removal Contract <br />Council was referred to Buckley's memo of 3-6-81. <br /> <br />Gary Arp, Arp's Tree Service distributed copies of bid tabulations <br />, <br />for five bidders; explained that the Instructions to Bidders was <br />not clear as to how the bids would be tabulated; when calls were <br />made by Arp's and Clark's Tree Service to City Forester and Tree <br />Inspector for clarification, two methods were given: <br /> <br />Tree Inspector said - tabulations will be by tree and <br />stump column only. <br />Forester said - tabulation would be by tree and stump and <br />number of difficulties. <br />Arp said that actually tree only and stump only figures were used. <br /> <br />3 <br />
