<br />~ <br /> <br />Minutes of Regular Council Meeting <br /> <br />February 23, 1981 <br /> <br />Eide Circle - Sight-line Problems at Hamline Avenue <br />Johansen reported that, at this time of year, without leaves on <br />the trees, there does not appear to be a sight-line problem exit- <br />ing from Eide Circle onto Hamline; conceivably, when the acrub <br />willow trees leaf out, there may be a problem. <br /> <br />Johansen said the problem can be resolved readily by removing the <br />trees from the swamp area north of Eide Circle. <br /> <br />Council action was deferred, pending an on-site inspection by <br />McAlliater and Hollenhorst to see if the tree removal is actually <br />necessary. <br /> <br />Safety Bulletin Review <br />Johansen reviewed the safety bulletin received subsequent to a ... <br />workmen's compensation insurance inspection; noted the following: <br /> <br />-flammable liquids are currently stored in OSHA approved <br />containers. <br />'-p~destal-mounted drill press is mounted solidly to heavy <br />work bench; thinks inspector had the grinder in mind, which <br />could be steadied. <br />-mezzanine railing, now installed, is about 10" too ahort; <br />will inatall the required toe board. <br />-sign, stating weight capacity of mezzanine, will be inatalled. <br />-will encourage employeea to use the seat belts, which are <br />installed, but not used. <br />-feels the City is a "pretty safe place to work"; will resolve <br />the problems outlined. <br /> <br />No Parking ~igns - Grey Fox Road <br />Johansen reported that the "No Parking" signs have been ordered; <br />not installed to date. <br /> <br />Water Main and Sewer Force Main Breaks <br />Johansen reported a water main break on County Road F (west of <br />Qld Hwy. 10) and a sewer force main break at Lakeshore Place and <br />~wy. 96 on Saturday, February 21st. <br /> <br />, <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br />$311,758.75 at American National Bank, St. Paul @ 14.75% for 90 <br />days, to mature on May 26, 1981. <br /> <br />McAllister moved to ratify the Treasurer's investment. Motion <br />was seconded by Hollenhorst and carried unanimously. <br /> <br />OTHER BUSINESS <br /> <br />Policy re Zoning and Subdivision Applications Consisting of Several <br />Req ues ts <br />After discussion, Council concurred that the fee for a Special <br />Use Per~~~~l,anned Unit Development covers any variances which <br />it may........-,; other fees are to be separately charged as adopted <br />by Resolution No. 80-64. <br /> <br />(Resolution 80-64 to be re-worded to make it clear that a separate <br />variance charge will not be made for variances included in a <br />Special Use Permit or Planned Unit Development; also that the fee <br />for an Amended Special Use Permit is the same for a Special Use <br />Permit. . <br />Park Dedication Status Report <br />Council reviewed pending dedications which are to be resolved <br />prior to granting occupancy permits. <br /> <br />. <br /> <br />McAllister and Crichton to negotiate dedications with developera, <br />and submit recommendations to Council for approval. <br /> <br />4 <br />
