~ Minutes of Regular Council Meeting February 23, 1981 Eide Circle - Sight-line Problems at Hamline Avenue Johansen reported that, at this time of year, without leaves on the trees, there does not appear to be a sight-line problem exit- ing from Eide Circle onto Hamline; conceivably, when the acrub willow trees leaf out, there may be a problem. Johansen said the problem can be resolved readily by removing the trees from the swamp area north of Eide Circle. Council action was deferred, pending an on-site inspection by McAlliater and Hollenhorst to see if the tree removal is actually necessary. Safety Bulletin Review Johansen reviewed the safety bulletin received subsequent to a ... workmen's compensation insurance inspection; noted the following: -flammable liquids are currently stored in OSHA approved containers. '-p~destal-mounted drill press is mounted solidly to heavy work bench; thinks inspector had the grinder in mind, which could be steadied. -mezzanine railing, now installed, is about 10" too ahort; will inatall the required toe board. -sign, stating weight capacity of mezzanine, will be inatalled. -will encourage employeea to use the seat belts, which are installed, but not used. -feels the City is a "pretty safe place to work"; will resolve the problems outlined. No Parking ~igns - Grey Fox Road Johansen reported that the "No Parking" signs have been ordered; not installed to date. Water Main and Sewer Force Main Breaks Johansen reported a water main break on County Road F (west of Qld Hwy. 10) and a sewer force main break at Lakeshore Place and ~wy. 96 on Saturday, February 21st. , REPORT OF VILLAGE TREASURER DONALD LAMB Investment $311,758.75 at American National Bank, St. Paul @ 14.75% for 90 days, to mature on May 26, 1981. McAllister moved to ratify the Treasurer's investment. Motion was seconded by Hollenhorst and carried unanimously. OTHER BUSINESS Policy re Zoning and Subdivision Applications Consisting of Several Req ues ts After discussion, Council concurred that the fee for a Special Use Per~~~~l,anned Unit Development covers any variances which it may........-,; other fees are to be separately charged as adopted by Resolution No. 80-64. (Resolution 80-64 to be re-worded to make it clear that a separate variance charge will not be made for variances included in a Special Use Permit or Planned Unit Development; also that the fee for an Amended Special Use Permit is the same for a Special Use Permit. . Park Dedication Status Report Council reviewed pending dedications which are to be resolved prior to granting occupancy permits. . McAllister and Crichton to negotiate dedications with developera, and submit recommendations to Council for approval. 4
