<br />'J <br /> <br />Minutes of the Regular Council Meeting <br />Page F:lve <br /> <br />July l4. 1980 <br /> <br />After discussion, Wingert moved, seconded by Hanson, that Council <br />approve issuance of a Building Permit for the construction and occu- <br />pancy of two temporary buildings as shown Q~ plans submitted, for <br />a period of three years, with an additional one-year extension upon <br />request from Control Data Corporation. Motion carried unanimously. <br /> <br />Case No. 80-17. Variance foz Deck, 1516 Arden Place, Robert Dunn <br />Council was referred to transparency of house location, photographs <br />of the house and yard, indicating sloping rear yard to channel on <br />Lake Johanna and to sketch of revised deck plan. <br /> <br />. <br /> <br />Miller explained that the original deck configuration was proposed <br />to extend to within 15' - 20' of the water line; deck configuration <br />has been modified to a 14' width which will require a 35' to 40' <br />variance from the 75' required set~aek from the high water mark; <br />proposed deck will extend 14' from rear of house on ground level; <br />will be about 2' high at the outer edge over the hill. <br /> <br />After discussion, Wingert moved, seconded by Crichton, that Council <br />approve a 40' lak.shore high water mark setback variance for a deck <br />at 1516 Arden Place (75' required by Ord. 213), based on the slope <br />hardship. Motion carried unanimously. <br /> <br />Case No. 80-23, Variance for Retaining Walls - <br />450S N. Hamline Avenue, Jerrold Glomski <br />Council was referred to plans for retaining walls a~~~~ the. west and <br />north property lines of his lot at 4508 N. Hamline. Glomski described <br />t~~ eroded ditch along Hemline, which he said is proposed to be black- <br />topped by the City Public Works Department; said he will sod the area <br />between the blacktop and the wall; reported that Johansen indicated <br />no problem with the wall as proposed; reported that his neighbor to <br />the north approves of the wall on that property line. Glomski said <br />the wall would be construc~ed of rock-faced block. <br /> <br />Miller .explained that the ordinance permits retaining walls to within <br />3 feet of property lines; therefore, a 3' variance would be required <br />to permit the retaining walls On the property lines, as proposed. <br />The walls were described to be I' above the yard grade. . <br /> <br />After discussion, Hanson moved. seconded by Crichton, that Council <br />approve the 3' variance to allow retaining walls on the north and west <br />property lines at 4508 N. Hamline. Motion carried. (Hanson, Crichton, <br />Woodburn, Crepeau voting in _favor of the Motion; Wingert voting in <br />opposition) . <br /> <br />C!lse No. SO-20, Building Permit for 70,000 Sq, Ft. Office Building, <br />Te rry Evenson <br />Council was referred to Planner's report of 6/24/S0, Planning Commission <br />Minutes of 7/2/80 and 7/8/S0 and to revised site plan (received 7/8/S0). <br /> <br />Miller explained that the modified plan is in response to the Planning <br />Commission's initial review. <br /> <br />. <br /> <br />Terry Evenson and David Runyan (Architect) wQre present. Runyan pointed <br />out the various plan modifications which have been made at the request <br />of the Ylanning Commission; noted that alignment of the County Road F <br />access with that of Land O'Lakes was discussed, but this has not been <br />done because there is about a 150' separation between the ~two drives. <br />Runyan said the alignment with the Land O'Lakes drive would place <br />the Evenson drive well into the pond which is proposed to ~emain in <br />its natural state. <br /> <br />Miller reported thet he discussed the proposed ponding with Engineer <br />Christoffersen who indicated that these ponds were not calculated in <br />the total drainage needs for the srea. Runyan said their application <br />will be considered at the next RCWD meeting. <br /> <br />After :zeview of the plans and discussion, Wingert moved, seconded by <br />Hanson, that Council approve issuance of a Building Permit for con- <br />struction of an office building as per plans submitted (received 7/S/80) <br />with the following contingencies: <br /> <br />-5- <br />
