Provision of right turn lane at Lexington Avenue <br />and 30' access to County Road F and Lexington. <br /> <br />Motion carried unanimously. <br /> <br />. <br /> <br />(Miller noted that Ramsey County may require a slight adjustment of <br />the Lexington Avenue access to conform with the County's up-graded <br />Lexington Avenue plans). <br /> <br />Case No. 79-l, Hunters Park Apartments - Gary Bailey <br /> <br />A. Site Plan Modification <br /> <br />Bailey presented a revised site plan indicating an access <br />from Harriet Avenue to the garage of the easterly building; <br />explained that the second access is to State Finance <br />requirement for safety; noted that the access is strictly <br />to the garage, not for guest parking areas. <br /> <br />Concern was expressed re "spray" of car lights into the <br />residential area to the south. <br /> <br />.After consideration of various alternative access con- <br />figurations, locations and/or screening possiblities, <br />Wingert moved, seconded by Hanson, that Council approve <br />the garage access as drawn on plun (received 7/14/$0). <br />Motion carried (Wingert, Hanson, Woodburn, Crepeau voting <br />in favor; Crichton voting in opposition). <br /> <br />B. Landscape Plan <br /> <br />Bailey asked that Council waive the bond requirement <br />for landscape performance; explained that the State <br />would control this and will insist on the planting <br />required. <br /> <br />Miller reported that it has been his experience in the <br />past that the State has been very stringent; said if they <br />still are, City would be protected; noted that the bond <br />is an ordinance requirement. <br /> <br />Aiter discussion, Bailey was requested to submit an <br />appropriate statement or escrow document ~o the. <br />Council, assuring the City that. the landscaping per- <br />formance is covered. <br /> <br />. <br /> <br />C. Utility Rates <br /> <br />Bailey suggested that the City establish a sewer rate <br />based on water usage, instead of each apartment unit <br />being required to pay the basic $19.40 (same as for <br />a single family home). Bailey explained that the <br />building will be served by one water meter. <br /> <br />After discussion, Bailey was requested to make a pro- <br />posal for Council's consideration. <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br /> <br />$106,800.54 for 1 year @ 9.0% interest, maturing 7/1/81, at <br />Northwestern Bank, St. Paul. <br />$300,000 for 92 days @ 8.50% interest at Northwestern Bank, St. Paul. <br /> <br />-6- <br />
