<br />Minutes of Regular Council Meeting <br />Page Four <br /> <br />June 30, 1980 <br /> <br />Proposed Joint Powers A~reement - Development and Use of Outside <br />Facilities, Johanna Middle School <br />Hanson reported recommendation of approval of the Joint Powers Agree- <br />ment by the Parks Committee, and moved that Council aPVrove the <br />JOINT POWERS AGREEMENT REGARDING DEVELOPMENT AND USE OF INDEPENDENT <br />SCHOOL DISTRICT NO. 621 OUTSIDE FACILITIES AT JOHANNA MIDDLE SCHOOL, <br />as presented. Motion was seconded by Woodburn and carried unanimously. <br /> <br />. <br /> <br />Arden Manor - Final Approval of Landscaping and Release of <br />Letter of Credit <br />Council was referred to Landscape Inspector Kruchenberg's report and <br />map indicating dead planting stock. McNiesh reported that Wingert <br />inapected the site as well and recommends that Council require exten- <br />sion of the Letter of Credit for a year, replacement of dead stock <br />and re-inspection in the spring of 1981. <br /> <br />Husni~ (Arden Manor) explained that since landscaping was inspected <br />last year, 150 trees were replaced; some replacements were of different <br />varieties because some trees (e.g. Russian Olive) were not available; <br />said he tried to use reasonable judgement in replacing the dead trees <br />with Silver Maple. <br /> <br />In review of the plan, it was noted that the plantings circled in <br />red were dead when landscape inspector prepared his 'report of 6/23/80. <br />Alter diSCUSSion, Council deferred action pending clarification by <br />Kruchenberg (expense to be paid by the City) that the number of tree <br />replacements indicated are not in excess of number of'plantings on <br />the original approved landscape plan (may have planted more trees <br />than originally required>" <br /> <br />Raconsideration of Request for Temporary Sign - U.S. Solar <br />Industries. D. L. Beach <br />Beach explained that his primary goal in putting solar systems on model <br />homes is to draw attention to the ~ystems; this model is an excellent <br />home and an excellent ~pportunitl for him to a~vertise the aystem; <br />explained that the sign proposed would draw attention to the system <br />during the Parade of Homes; would like to have the sign for about two <br />months, lighted at night; described the sign as 4' x I' painted ply- <br />wood; showed photos of an existing sign in another community. <br /> <br />In discussion, Beach was asked if he could incorporate his sign with <br />that of Kootenta. Beach said there isn't sufficient room; Kootenia <br />is utilizing entire space; suggested a "banner" extending from the <br />house, as an alternative to the proposed sign. <br /> <br />Council concurred that City Code does not permit an additional sign <br />on the site; therefore, there is no basis on which to reconsider the <br />former action to deny the sign. <br /> <br />Eastside Beverage Landscaping <br />A. Phase I <br /> <br />. <br /> <br />Hanson moved, seconded by Crichton, that Council approve <br />Eastside Beverage Phase I landscapin~ and authorize <br />release of the Maintenance Bond contingent upon replace- <br />ment of the Skyline Locust as indicated in Inspector <br />Kruchenberg's report. Motion carried unanimously. <br /> <br />B. <br /> <br />Phase II <br /> <br />Woodburn moved, seconded by Hanson, that Council accept <br />Eastside Beverage Phase II Landscap1ug, and authorize <br />reduction of the bond to 100% of cos~ thereof for one <br />year to insure maintenance, contingent upon completion <br />of seeding and sod. Motion carried unanimously. <br /> <br />Public Works Committee Recommendations <br />A. Notice re Sump Pumps <br />Council concurred that a notice be included in the next <br />utility billing and issue of Town Crier advising that <br />sump pumps~ roof drains and drain tiles may not be connected <br />to the City sanitary sewer system. <br /> <br />-4- <br />
