Gauger referred Council to the landscape plan; noted <br />that N.S.P. has certain levels of planting which will be permitted <br />on their easement (west side of site); noted that there is an area <br />of poplar and oak along the lakeshore which would remain undisturbed; <br />could plant additional trees now, but noted they may be disburbed <br />when/if. second phase is built. <br /> <br />Council was referred to floor plan and elevation drawings. It was <br />noted that, because of terrain (Scholls @ 930 and W.W. Grainger @ 939~), <br />proposed building will appear about 9 feet higher than Scholls. <br />Gauger e~plained that the existing W.W. Grainger building exteriors <br />are of brick, but they are considering break-off block as an alternate <br />fOl:" the Arden Hills buildingc Yard lighting was described as "security" <br />only; company is a normal business hours operation. <br /> <br />In answer to Council questions, Gauger said it is not likely that the <br />Arden Rills facility will also include manufacturing; said they have <br />three mCIe distribution centers in the Twin Cities; are not looking <br />for manufacturing to feed their systems. Gauger reported that N.S.P. <br />has agreed to the parking under the transmission li~e~; truck delivery <br />i. preferable to rail - want to respond quickly to their client's <br />needs - same day delivery, if possible. In answer to what seems ex~es- <br />sive parking spsces, Gauger explained t~atthe Company does not have <br />much truck traffic, but they do experience contractor traffic (pickups, <br />etc.); want sufficient parking so clients won't feel they will have <br />to wait (baGed ~n their past experience). <br /> <br />Woodburm suggested that the loading dock should possibly be obscured <br />by additional 1'1anUngs. Miller noted that. this would probably not <br />interfere with parking and turning; noted that space for snow storage <br />is needed as well as space for a rubbish contAiner beyond the service <br />entry; noted that there is a grade change in this area which, in his <br />estimation, does not make additional screenia& of this area critical. <br /> <br />Gauger indicated that small signags, similar to that shown on toe <br />Plymouth facility, is proposed. <br /> <br />After discuBsion, Wingert moved, seconded by Ranson, that Council <br />authorize issuance of a Building Permit for the W.W. Grainger, Inc. <br />building (plans dated 5-29-80), subject to the following contingencies: <br /> <br />1. City ~~tlneer's approval of drainage and storm <br />wster storage. <br /> <br />2. City Planner's approval of suitable landsc~pe <br />plan and Performance Bond in amount of 125% of <br />estimated cost, thereof. <br /> <br />3. Cicy'~ acceptance of park dedication prior to <br />building occupancy. <br /> <br />Motion carried unanimously. <br /> <br />Case No. 80-14, Preliminary Plat - Kenna Addition to Arden Hills <br />Miller referred Council to the three-lot subdivision proposed by John <br />Kenna, and reviewed the Planning CommiSSion's recommendations; explained <br />his reaction to the Planning Commission's denial was that the Commission <br />preferred the alternate layout with all lots oriented to Ridgewood <br />Road (also preferred by the Planner and Engineer); noted that the <br />Planning Co~miesion did not think that Lot 2, as proposed, is as desir- <br />able as a Ridge.ood ROEd qrientat10n ~ould be; also felt access to <br />Johanna Blvd. is not desirable. <br /> <br />In review of both layouts, Miller noted that .all lots have frontages <br />on Ridgewood and Snelling in the alte~nate; therefore, a 40' front <br />set~ack from both streets is required.
