Applicant <br />described the hours of operation of Kinder-Care (7 a.m. to 6 p.m.) <br />and the staggered hours of anticipated arrival of children; estimated <br />about 201 will arrive between 7 and 7:30 a.m.; 201 at 3:30 tlr so - <br />leaving between 5 and 6 p.m.; some children are there for 1/2 days; <br />others for 8 hours, etc. <br /> <br />. <br /> <br />The drive access to Kinder-Care was described as one-way, ingress <br />at north and egress at south drive; northern drive to be one-way <br />in until balance of Grudnoski property is developed. It was <br />noted that if Hamline Avenue is upgraded to a 44 ft roadway, it <br />would encroach 10' closer to the Kinder-Care property line. <br />Pettersen said there is sufficient stacking space on the site, <br />without the 10' driveway space to Hamline. <br /> <br />Leonard Grudnoski said he prefers a public road; if approved, <br />would put in some of the road for balance of property at time <br />Kinder-Care is built. <br /> <br />Charlotte Swank, Townhouse Villages North, said she objects to <br />the height of the cupola and the amount of drop-off space "On the <br />site; feels parents of young children will park and take child in; <br />also is concerned about the amount of outdoor play ~rea. <br /> <br />Pettersen said the ~ervice provides for full food prep.r.tio.~ <br />areas of outside play are arranged for various age groups and <br />hours of outdoor activities are dependent upon weather conditions; <br />explained that employees' skill is based on the skill of the <br />environment - 1/3 of staff are degree people; manager and 8a.t-St.... <br />ant manager have a degree in this type of work. <br /> <br />Pettersen said be would prafer to work out the landscaping with <br />the City Planner; plan will also specify playground equipment. <br /> <br />It was noted that exterior lighting will be recessed in the <br />soffii as indicated on plaas; no lighting off the building is <br />proposed; light source would be hidden from view. <br /> <br />In diSCUSSion, the following concerns were expressed: <br /> <br />1. Noise - answer: We have Dever bad any complaints. <br /> <br />2. Service Area (trash collection Faints) _ <br />answer: Trash area will be enc1Dsed as shown on <br />plan; plan indicates a gate and Bervice room. <br /> <br />3. Signage - answer: Only one sign on the <br />building as indicated on photograph. <br /> <br />. <br /> <br />4. Service Road - Miller noted that it seems <br />unnecessary to butld a service road IInti1 it <br />is d-emad necessary; is proposed as a "safety <br />valve"; needs room fo'" the ros.d tf needed; noted, <br />that, as proposed, it may be more extensive than <br />is needed. <br /> <br />Aftar diBcussion, Wingert moved, seconded by Hanson, that Council <br />approve tb~lot split and issuance of a Special Use Permit for <br />the Kinder-Care proposal and issuance of a Building Permit, with <br />the following prOVisions: <br /> <br />1. Special Use Permit to be f.or a licensed child <br />care center not to exceed 100 registered children. <br /> <br />2. Traffic circulation to be one-way, north to south. <br /> <br />-3- <br />
