<br />Kirutes of Regular Couneil Meeting <br />Paba rive <br /> <br />May 12, 1980 <br /> <br />E.!!'....!!.ooku.p - Village Hall/Public Works Building <br />Johansen reported receipt of a second bid for the gas hook-up at <br />$1,600 (Rose Plumbing); uill proceed if Council approves. It <br />was noted that $1,500 was budgeted. Council concurred that <br />Johansen proceed with the gas hook-up. <br /> <br />Sale of 60' of Pipe <br />Council authorized the sale of the pipe at 2/3 cost. <br /> <br />. <br /> <br />Proposed_Joint Powers Agreement, Johanna Middle School <br />George Christens_n and Mark Windorf, Mounds View School Diatrict, <br />were present; explained they are working with municipalities re <br />cooperation re City/School use of fields; hopefully can develop <br />one agreement form for joint use of facilities; Christensen <br />suggested that non-resident fees could be charged, if this is <br />desired; agreement insures Johanna Middle School (not in Arden <br />Hills) will be available for Arden Hills' residents, if City wants <br />to utilize it; have not had a scheduled maintenance program to <br />date. Christensen said Valentine Hills is a limited site - <br />Johanna is available after 5 p.m., inside and outside, for author- <br />ized use. Christensen said that maintenance standards are needed; <br />help from parks, i.e. grading before each league game or once or <br />twice/week and chalk lining of fields; also need help in trash <br />removal, tennis net surveillance and maintenance (not net replace- <br />ment). Christensen said they are looking at cost efficiency; want <br />to work with the municipalities. <br /> <br />Buckley noted that Arden Hills has been working with MVSD re <br />Mounds View tennis court lights; feels it is important to make <br />maximum use of school district faCilities. <br /> <br />Buckley outlined current field usage: <br /> <br />- lights at MVHS tennis courts, <br /> <br />- fields at Valentine and MVHS, <br /> <br />- Adult programs at MVHS, <br />includes baseball, softball and soccer. <br /> <br />- desires additional softball fields at Johanna <br />and MVHS. <br /> <br />Wingert asked how this relates to Hazelnut Park. Buckley said <br />Hazelnut will be developed as planned - a neighborhood park. <br /> <br />Crichton said it is apparently necessary to handle leagues as well <br />as the neighborhood; Johanna to be for non-neighborhood activities _ <br />reserved for adult leagues; noted that this would involve driving <br />On the part of the participant. Cricbton asked if Perry Park ia <br />adequate for its needs (parking for drive-in participants). If <br />it ia, feels this to be a change from City's fundamental plan; noted <br />that Johanna cannot serve as a neighborhood park for the area _ <br />. not designed for this usage. <br /> <br />Wingert noted that the proposal r:apresentll an expansion of the <br />City's park plan for park usage. <br /> <br />Buckley said that it was never proposed t~at all services would <br />be provided by City parks. <br /> <br />Ch.ristene'",n said that MVSD will design for major activi.ties if <br />this is City's desire. It was noted that if City needs. more parks, <br />City should r.evaluate its park needs, including use of school <br />fields; City should look at st~ndards and usage of fields and have <br />a clear understanding as to how pr.ograms will be ,: administered. <br /> <br />Matter was deferred to later Council Meeting pending Parks Meet- <br />ing of 5-13-80. <br /> <br />-5- <br />
