Commission minutes dated 10-2-91, relative to the site <br /> NORI'HWFSI'ERN Plan Review for NorthwesteJ::n College, Berntsen Resource <br /> COLLEGE Center . <br /> Planner Bergly explained POD plan f= the College campus was previously approved <br /> by Council, subject to the ordinance amendment approval. He stated the College is <br /> I1CM proposing to build a library facility, as indicated in the master plan, <br /> . The Planner identified the areas of the site which will be affected by grading, <br /> noting the relocation of the existing roadway and placement of a retaining wall, <br /> He also reviewed the location and configuration of the storm water retention <br /> pond. Bergly advised the plan meets all requirements, <br /> Planner Bergly explained the Planning Commission reconnnended approval of the site <br /> plan application, listing six items which identify the basis for the <br /> recommendation and also listing four conditions. <br /> The Planner suggested an additional condition be included in Council action which <br /> authorizes staff to establish a landscape bond, in a=tiance with the plan <br /> sul:initted . <br /> Councilmember Hicks questioned if park dedication is reguired with this <br /> development or has the dedication previously been resolved, <br /> Planner Bergly explained that in researching previous files on the College he <br /> found an agreement which discussed the City utilizing athletic facilities on <br /> campus; it was unclear as to whether or not the agreement was drafted as part of <br /> the park dedication requirements, <br /> Deputy Clerk Iago advised she did not research the park dedication for the <br /> development, <br /> Councilmember Mahowald stated the Chair of the Planning Commission commended the <br /> . College f= the presentation of this application. He advised Commission expressed <br /> concern relative to the fuel tanks located near the lake and suggested the tanks <br /> be relocated or reJOClved as soon as possible, <br />
