Council was referred to the letter from AttoITIey Filla dated October 14, 1991, relative to the Ordinance revision which I1CM amends the land use chart to allow Higher Education Schools in the R-1 District under the Planned Unit Development regulations and in the B-1 District under Special Use Permit regulations, Malone moved, seconded by Hicks, to adopt Ordinance No, 282, AMENDING SEX:T.IONS II (D) (112) AND V(E) OF APPENDIX A., ZONING ORDINANCE FOR THE CITY OF ARDEN HILIS; AND ADDING SEX:T.ION II (D) (112) (A) 'IO APPENDIX A, ZONING ORDINANCE FOR THE CITY OF ARDEN HILIS REIATING 'IO DEVEIDFMENT RffiUlATIONS FOR SCHooIS, Motion carried unanilnously, (5-0) CASE #91-17; SITE Council was referred to the Planner's Report and Planning PlAN RE\lIEW. Commission minutes dated 10-2-91, relative to the site NORI'HWFSI'ERN Plan Review for NorthwesteJ::n College, Berntsen Resource COLLEGE Center . Planner Bergly explained POD plan f= the College campus was previously approved by Council, subject to the ordinance amendment approval. He stated the College is I1CM proposing to build a library facility, as indicated in the master plan, . The Planner identified the areas of the site which will be affected by grading, noting the relocation of the existing roadway and placement of a retaining wall, He also reviewed the location and configuration of the storm water retention pond. Bergly advised the plan meets all requirements, Planner Bergly explained the Planning Commission reconnnended approval of the site plan application, listing six items which identify the basis for the recommendation and also listing four conditions. The Planner suggested an additional condition be included in Council action which authorizes staff to establish a landscape bond, in a=tiance with the plan sul:initted . Councilmember Hicks questioned if park dedication is reguired with this development or has the dedication previously been resolved, Planner Bergly explained that in researching previous files on the College he found an agreement which discussed the City utilizing athletic facilities on campus; it was unclear as to whether or not the agreement was drafted as part of the park dedication requirements, Deputy Clerk Iago advised she did not research the park dedication for the development, Councilmember Mahowald stated the Chair of the Planning Commission commended the . College f= the presentation of this application. He advised Commission expressed concern relative to the fuel tanks located near the lake and suggested the tanks be relocated or reJOClved as soon as possible,
