Council was referred to the roemorandurn from the Clerk <br /> ARMY RESERVE Administrator dated 10-10-91, relative to the retrocede <br /> CENTER, ARSENAL to the state of Minnesota legislative jurisdiction over <br /> the U.S, Army Reserve Training Center in Arden Hills. <br /> 'I.be Administrat= explained the U. S, Army Reserve Center has requested Arden <br /> Hills provide police and fire service for the facility located at the <br /> intersection of Highway 96 and Iexin::Jton Avenue, He stated he has directed the <br /> inquiries to those organizations which provide these services through =ntract to <br /> the City and would be available to review the premises and determine costs f= <br /> the services. Berger discussed the lack of cooperation received from the Army <br /> officials when the building was =nstructed, as relates to plarming issues and <br /> . requests for utilization of the facility for city programs. He further indicated <br /> it appears the V,S, Army would prefer Arden Hills provide the services at no <br /> cost, <br /> Administrat= Berger advised the City Attorney suggested Arden Hills d=ument <br /> =nceJ:nS relating to the facility and forward the infonnation to the GoveJ:TlOr's <br /> office to insure the =ncerns are taken into account prior to action on the <br /> retrocede. He explained he has discussed this mtter with Commissioner McCarty <br /> and '!homas Gilbertson, legal counsel for Governor Carlson, <br /> Councilmember Mahowald suggested the state Representatives should be =ntacted <br /> and notified of the =ncerns relating to this facility. <br /> Mayor Sather suggested Councilmembers =ntact state Representatives and Governm' <br /> Carlson or atte:npt to schedule a meeting to discuss the =nceJ:nS relating to this <br /> mtter . <br /> Councilmember Mahowald questioned if Gilbertson indicated to what extent the <br /> Governor is willing to support Arden Hills regarding this issue, <br /> '!he Administrat= advised the legal counsel did not indicate the extent of <br /> support. <br /> Councilmember Malone questioned if other communities have rejected a retrocede, <br /> . Attorney Miller stated he has not researched this mtter, He indicated the state <br /> statute is vague on the jurisdiction issue and suggested the City utilize the <br /> =ntract approach f= providing services to eliminate any future disputes, <br />
