SIUDY (Cont'd) Graham reviewed the appropriate actions necessary if <br /> Council wishes to proceed with the project as outlined. <br /> eouncilroe.mber Malone questioned if staff located any written documentation that <br /> the City installed this stann sewer pipe. <br /> Public Works SUperintendent winkel stated previous employees have stated they <br /> worked on installation of this pipe; no written docurrentation was located by <br /> staff. <br /> Hicks moved, seconded by Malone, to accept the <br /> Feasibility Report as presented by Engineer Graham, order Preparation of Plans <br /> and Specifications for the project, to Schedule a Public Hearing on the <br /> Improvement on Monday, October 28, 1991, at 7:30 p.m., and direct staff to <br /> prepare the aWLupLiate Resolutions for adoption by Council. Motion carried <br /> unanimously. (3-0) <br /> Malone questioned if the City has an easement f= the existing pipe = if <br /> easements must be obtained in conjunction with this project. He asked if the <br /> costs would increase due to negotiations for the easement. <br /> Winkel advised there is an existing easement on the north side of Arden Place, <br /> however, an easement must be obtained for the south side of the project. <br /> Engineer Graham explained the existing easement is for sanitary sewer and the <br />. easement may have to be further defined. Graham advised there would be an <br /> additional cost f= the easement; no cost estimate is available at this time. <br /> Councilroe.mber Malone noted that Council has the option to assess all costs for <br /> the project to ahltting and benefitted properties. <br /> NORm SNELLING Council was referred to the letter from Engineer Graham <br /> AVE. IMPR\1MENI'; dated 9-25-91, regarding additional excavation, costs <br /> EXCAVATION INFO. associated with the the excavation, and placement of <br /> fill on the adjacent Ukraman Church property. <br /> Council acknowledged receipt of the letter. <br /> Councilroe.mber Malone questioned the status of the North Snelling reconstruction <br /> project. <br /> Engineer Graham stated the concrete curb and first lift of the blacktop should be <br /> campleted by late October or early November this year. <br /> RESOIEDULE OCT. Hicks moved, seconded by Malone, to reschedule the <br /> OJUNCIL MIG; DUE Regular Council Meeting in October to Tuesday, October <br /> 'ro HOLIDAY 15, at 7:30 p.m., due to the CoIIl11lb.1s Day Holiday. Motion <br /> carried unanimously. (3-0) <br /> STA'IUS REPORr; Clerk Administrator Berger reported on negotiations with <br /> KEI'IHSON POND Ml:'. Reiling relative to the temporary easement to provide <br />. the outlet for drainage of the Keithson Pond. <br /> Berger advised that Reiling would be meeting with his legal counsel on Thursday <br /> of this week and would contact the city regarding the proposed agreement on <br /> Friday, October 4. <br />
