<br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, 9-9-91 <br />Page 8 <br /> <br />. <br /> <br />CASE #91-16; SITE <br />PlAN REVIEW, 3771 <br />LEXINGION, ZEPS <br />INTERNATIONAL <br /> <br />Council was referred to the Plarmer's report and Planning <br />Commission minutes dated 9-4-91, relative to the proposed <br />parking lot expansion at 3771 North Lexington Avenue, <br />Zeos International. <br /> <br />'!he Plarmer explained that Council previously approved the use of this facility <br />by Zeos, with the stipulation that if any chan;jes were made to the site, it would <br />be necessary to apply for site Plan Review. He advised this application is for <br />site plan approval to allow expansion of the parking area, with approximately 45 <br />additional parking spaces, and bituminous surfacing over approxiInately 8,500 <br />square feet of area that is =ently "green space", located in the southwest <br />=rner of the site. <br /> <br />Bergly noted the applicant is proposing to remove the warehousing portion of the <br />operation and utilize the site with a greater ratio of the retail portion of the <br />operation. He explained that all setback requirements are met with the proposal <br />and the proposed parking is sufficient for the current use of this site. He <br />explained that two parking stalls may have to be slightly repositioned to allow <br />f= an existing power pole and an existing tree. <br /> <br />Planner Bergly suggested that landscaping along the north/south access road be <br />installed, since it has been occurring on the properties to the north, south and <br />west. He recommended landscaping this area should continue to be inproved as the <br />properties are redeveloped and that the applicant has agreed to install plantings <br />in this area. <br /> <br />. <br /> <br />The Planner advised the surface drainage is being reviewed by the city Engineer <br />and Rice Creek Watershed District. <br /> <br />'!he Planner noted that the parking proposed along the north property line is <br />placed on the property line itself; this is a shared access situation. He also <br />advised that the property parking expansion is partially over an existing <br />sanitary sewer and if repairs are necessary, the landowner will be responsible <br />for restoring the bituminous surface that is damaged. <br /> <br />Bergly and the Planning Comrnission recommended approval of the parking expansion <br />for Zeos, with the three =rrlitions outlined in the Plarmer's report of 9-4-91. <br />He further advised the Planning Commission recommended staff review the slight <br />IOOdifications to the parking and landscaping installation. <br /> <br />Attorney Filla questioned if granting approval of the parking lot rncxlifications <br />=ld be construed as expansion of a nonconforming use. Filla indicated that the <br />applicant was originally only occupying a portion of the building. <br /> <br />eouncillnember Malone noted that the underlying zoning requirements for parking <br />are not exceeded with the IOOdifications to this site. <br /> <br />eouncillnember Mahowald disagreed with the expansion of the parking. He noted the <br />applicant previously advised Council the parking would be sufficient. <br /> <br />Mayor Sather recalled some discussion re;Jarding on-street parking =ncerns when <br />. this matter was initially reviewed. <br /> <br />Council =ncu=ed it would be helpful to review previous discussion of this <br />matter and recommended staff provide such infonnation in the future. <br />
