He further ~lained that hereinafter the 1992 salary increases are to be <br />administered for employees on an annual basis, which =incides with the date of <br />hire, an:i upon receipt of a satisfactory performance appraisal. <br /> <br />Malone moved, se=nded by Grawe, to approve the placement <br />of employees on the 1991 Pay Plan an:i re=mmended salary increases for current <br />employees, as outlined in the Administrator's memorandum, dated 8-23-91, with <br />the exception of the three Department Heads an:i Park Maintenance employees, as <br />follows: <br /> <br />Deputy Clerk at step 3 (90%). <br />Public Works Foreman - not listed on schedule. <br />Administrative Secretary - position currently vacant. <br />Senior Ac=unting Clerk at step 5 (100%). <br />Program Director at step 1 (80%), retroactive to the date of successful <br />performance review, March 12 1991, an:i prior to the review, from 1/1/91 to <br />3/12/91 at 75% of the 1991 pay plan. <br />Intermediate Account Clerk at step 5 (100%). <br />Receptionist at step 2 (85%). <br /> <br />Motion carried unanimously. (5-0) <br /> <br />Malone IlIOVed, se=nded by Hicks, to approve placement of <br />the Department Heads on the 1991 Pay Plan an:i authorize salary in=eases for <br />current employees as follows: Clerk Administrator at step 3 (90%); Parks Director <br />at step 3 (90%); an:i Public Works Director at an interim placement above step 3 <br />(90.93%), based on the rationale that the current Administrator an:i Public Works <br />SUperintendent have not successfully coropleted an annual perfonnance review for <br />1991 an:i both positions are scheduled for such review within the next few IlIOnths, <br />at which time Council may consider IlIOvement in the salary plan. Motion carried <br />unanimously. (5-0) <br /> <br />Council1nember Malone explained the salary range for the Park Maintenance position <br />is out of line with the 1990 pay plan an:i exceeds step 5 in the 1991 plan. He <br />advised the Park Director is recommending a 3.5% in=ease for park maintenance <br />employees an:i such an increase would affect the City =nformance with comparable <br />worth guidelines, <br /> <br />Malone moved, se=nded by Grawe, to approve a one an:i <br />one-half percent (1.50%) in=ease of current rate, an:i placement in step 5 of the <br />1991 Plan, for Park Maintenance employees, to a=rnmodate movement toward <br />coropliance with comparable worth guidelines. Motion carried unanimously. (5-0) <br /> <br />RES. #91-52; <br />PROP'D LEVY <br /> <br />Council was referred to the proposed Resolution #91-52, <br />adopting a proposed sums of IlIOney to be levied in 1991 <br />payable in 1992. <br /> <br />The Clerk Administrator advised the aIlIOunt of the proposed levy is $1,421,582,00, <br />the certificate of indebtedness aIlIOunt for the aerial platform ladder tnJck is <br />$82,028.00, an:i the certificate of indebtedness amount for capital equipment <br />program #1 is $26,068.00, with the total a=unt being $1,529,678.00. He ~lained <br />the deadline for reporting the proposed levy is September 3 an:i the final amount <br />to be levied may not be increased rot may be reduced, <br />
