<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, 7-29-91 <br />Page 5 <br /> <br />STORM WATER <br />DRAINAGE POOBLEMS; <br />ARDEN PlACE <br /> <br />Council was refe=ed to a m=morandum from the Public <br />Works Superintendent elated 6-25-91, relative to storm <br />water drainage problems on Arden Place, between siems <br />Court and Ridgewood Road. <br /> <br />Public Works Superintendent Winkel briefly reviewed the infonnation presented in <br />his report and explained the recent cxmstruction of the home at 1553 Arden Place <br />has brought the problem into focus. He advised that conversations with a previous <br />City employee indicate the lot was originally the pending area for the <br />development and the lot was filled by the city during a cxmstruction project; <br />shmtly after the fill was in place, residents started to complain about the lack <br />of drainage. He further advised the city installed a catch basin and discharge <br />pipe in the area, mich now appear to be inadequate to handle the extent of storm <br />sewer drainage from the area. <br /> <br />Winkel advised he has reviewed the existing conditions with En;Jineer Mark Graham <br />and both he and Graham recanm1end replacement of the catch basin and discharge <br />pipe. He indicated the city may choose to assume responsibility for a portion of <br />the costs related to co=ection of the problem and assess a portion of the costs <br />to affected property owners or may assess just the affected property owners. <br /> <br />Acting Mayor Malone questioned if the lot was designed as a ponding area as part <br />of the platting process. <br /> <br />Wally Bauer, developer of the vacant lot at 1553 Arden Place, was present and <br />explained he did not determine if the lot was a designated ponding area, only if <br />it was a buildable lot, when he was negotiating the purchase. He advised that <br />permits for wilding the home were issued by the city and assessments should have <br />been paid when storm sewer was originally installed. Bauer noted this lot was <br />=eated by su1:x:lividing the original = lot on siems Court and Arden Place. He <br />explained the lot appeared to be in gocxl. condition, however, soil corrections <br />were necessary prior to construction. <br /> <br />Mayor Sather arrived at 8:25 p.m. <br /> <br />Councilmember Malone suggested staff be directed to research previous assessments <br />levied for a storm sewer project in this area. He advised Mr. Bauer that the <br />feasibility study should provide infonnation regarding possible assessment to <br />affected property owners for costs associated with the inprovement project. <br /> <br />Malone ll'OVed, seconded by Growe, to direct Maier stewart <br />and Associates to prepare a feasibility report for constructing a storm sewer in <br />the vicinity of Arden Place, in the area indicated in the Public Works <br />Superintendent's report dated 7-25-91. (4-0) <br /> <br />CASE #91-09; <br />REZONING B-1 'lU <br />B-2, CLE\IELI\ND AVE. <br />& COUNTY mAD E-2, <br />HANS HAGEN <br /> <br />Council was referred to the Planner's report and Planning <br />Commission minutes elated 7-10-91, relative to the <br />application for Rezoning frClll B-1 to B-2, property <br />located at the intersection of Cleveland Avenue and <br />County Road E-2, Hans Hagen. <br /> <br />'lhe Planner explained Council had approved the initial proposal for an office <br />wilding on this site, mich is a permitted use in the B-1 Zonin3' District. He <br />advised the same developer is now proposing to rezone the property to a B-2 <br />District, to allow a convenience store, with the dispensing of motor fuel. The <br />proposed use mich requires a rezoning, is permitted by Special Use Permit in the <br />B-2 District and a site Plan Review is required in conjunction with the SUP. <br />
