He noted the prop:>sed assessments to abutting properties, as <br />outlined in the feasibility report, will be reduced 18 percent, from $3.44 per <br />front foot to $2.82 per front foot. He also advised that no assessments are <br />proposed for the seal coating portion of the project. <br /> <br />Engineer Graham reviewed the resolutions for Cotmcil consideration and action in <br />conjunction with the project. <br /> <br />Mayor Sather asked if there was anyone present who wished to speak in favor of or <br />0W0Sed to the proposed inprovement project and assessment. <br /> <br />John Fortney, 1446 Indian Oaks Court, stated he is a 12 year resident and did not <br />recall previous aES~ssments for seal coating. He questioned if the :i1nprovement <br />included curb and advised several residents in this area have expressed an <br />interest in the installation of curbing on the street. <br /> <br />Engineer Maurer stated this is the first time the City will be assessing for the <br />bituminous overlay of streets and explained that the seal coating costs will not <br />be assessed to residents. He advised there are no :iJmnediate plans to install <br />curbing in this area and explained that curb installation is normally performed <br />in conjunction with the reconstruction of a street. Maurer also explained the <br />pavement nanagement plan rates the condition of streets and identifies what type <br />of :i1nprovement is needed. <br /> <br />Fortney stated he preferred the :i1nprovement include installation of con=ete curb <br />and questioned the cost differential. He asked if the bituminous berm =ently <br />in place will be up:Jraded. <br /> <br />Engineer Maurer advised it is questionable as to whether or not curbing could be <br />installed at this time. He advised there is no plan to reinstall the bituminous <br />berm and explained the berm is usually installed when a new development is under <br />construction and establishment of lawns in a residential area haJrpers <br />reinstallation of the bituminous berm. <br /> <br />Fortney suggested the street be reviewed to determine if curb could be installed <br />in conjunction with the bituminous overlay, since all the streets surrounding <br />Indian Oaks Court have curbing installed. <br /> <br />Maurer stated the cost for reconstruction of a street and installation of curb is <br />approxilllately $27.00 per front foot. <br /> <br />Bob Boesel, 1695 Valentine Avenue, expressed concern that the proposed street <br />:i1nprovement is not neceSS'Olry and a number of residents would prefer to have <br />Valentine Avenue closed, between County Road F and Highway 10, for safety <br />purposes. He advised that he has prepared a video tape of vehicles traveling in a <br />reckless manner along the street and that residents have worked closely with the <br />Ramsey County Sheriff's Department in an attempt to stop the violators. Boesel <br />requested the Cotmcil review a letter he prepared, dated 3-25-91, outlining the <br />background of traffic problems in this area and requesting the street be closed <br />between Valentine Court and Valentine crest Road. <br />
