<br />. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Minutes of the Arden Hills Regular eouncil Meeting, 3-25-91 <br />Page 3 <br /> <br />PUBLIC BRING (Cont'd) <br /> <br />eouncil =ncurred that the Engineer and Public Works <br />SUpervisor review the information. <br /> <br />Bill Gillies, 1736 Crystal Avenue, questioned the formula for assessing corner <br />lots and noted the catch basin in this area is in need of repair. <br /> <br />Engineer Graham reviewed the aSE'E'f'<<ment formula for corner lots and advised the <br />catch basin will be checked to determine if repairs are necessary. <br /> <br />Gillies advised that the existing street is at a higher elevation than his yard <br />and requested water be directed away from the yard in conjunction with the <br />:i1nprovement. <br /> <br />Graham stated he will review the property and note the request. <br /> <br />Brad Ianberg, 1411 Skiles lane, questioned the type of pavement management survey <br />conducted. He advised that there have been substantial problems with the street <br />in front of his home since the installation of the watermain. He suggested the <br />north side of the street may need corrective action prior to installation of the <br />bituminous overlay. <br /> <br />Engineer Graham reported that each street improvement was listed separately in <br />the bid specifications to allow for necessary corrective actions that relate only <br />to specific streets. He advised he will note review of the situation on Skiles <br />lane. <br /> <br />T P1I1hPrg questioned the prCX'Mllre of the public hearing process, prior to <br />completion of the actual improvements. <br /> <br />Engineer Maurer explained the process is somewhat new and utilized by several <br />cities. He suggested the City Attorney could draft a letter to Ianberg further <br />explaining the legality of the procedures. <br /> <br />Jan Blomberg, 3508 Glenarden Road, ~ressed concern with storm water drainage <br />and questioned if bituminous driveway aprons will be installed to divert water <br />from her property. <br /> <br />Engineer Graham stated he will note the problem at this location and review with <br />the contractor. <br /> <br />Robert Rehkamp, 4060 Valentine Court, spoke in favor of the proposed improvement <br />and questioned if drainage improvements will be made in the future. He also <br />agreed the traffic problems need to be reviewed. Rehkamp suggested a neighborhood <br />poll be conducted to review all concerns of residents in this area and determine <br />the need for the proposed inprovement. <br /> <br />Engineer Maurer stated the drainage issues have been noted and will be reviewed <br />prior to beginning work on the project. He indicated that the rating process is <br />done on a "block by block" basis and does not allow for improvement of only a <br />portion of the street in any given block. Maurer advised there is sufficient time <br />for his staff to review and discuss the street ilIIprovement with residents in this <br />area and for those residents to petition eouncil for deletion of a street from <br />the proposed project. <br /> <br />Jerry Menke, 1404 Skiles lane, agreed with Lemberg that the north of the Skiles <br />lane will need corrective measures prior to installation of the :i1nprovement. <br />
