<br />. <br /> <br />. <br /> <br />. <br /> <br />.' <br /> <br />Minutes of the Arden Hills Regular eouncil Meeting, 3-25-91 <br />Page 4 <br /> <br />PUBLIC BRING (Cont'd) Menke suggested the installation of speed bLntps in the <br />Valentine Avenue area to deter high speed traffic or a <br />reduced speed limit sign. <br /> <br />Engineer Maurer advised the speed limit is set by state statute and cities <br />normally avoid installation of speed bLntps due to liability and maintenance <br />issues . <br /> <br />Councilmember Hansen questioned if the street closing would have any adverse <br />effect on emergency vehicle access. <br /> <br />Fire Orief Winkel stated closing the street may cause unnecessary delays for <br />emergency vehicle access. <br /> <br />SUe Amos Palmer, 1717 Gramsie Road, spoke in opposition to the fonnula utilized <br />for assessing corner lots. <br /> <br />John L3ndon, 3415 Glenarden Road, questioned the longevity of the proposed <br />bituminous overlay. <br /> <br />Engineer Graham explained the process typically has a life-span of 10 years, with <br />normal seal coating and =ack sealing procedures being necessary during the 10 <br />year tilne frame. <br /> <br />Karen Albert, 4090 Valentine Crest Road, presented a petition dated 3-22-91, <br />signed by the residents of Valentine Crest Road, stating the proposed improvement <br />of the street is unnecessary and requesting this street be deleted from the <br />scheduled inprovements. <br /> <br />Mayor Sather advised a letter was received from Jeffrey Rountree, 4126 Valentine <br />Crest Road, fav=ing the proposed improvement and requesting the Engineer address <br />the pending and drainage problems in this area. <br /> <br />Etl Lindquist, 1668 Chatham Avenue, stated his driveway is sunken and the =b is <br />now at a higher elevation than the driveway. <br /> <br />Engineer Maurer advised the thickness will be feathered and the problem <br />co=ected. <br /> <br />Bob Kunze, 4073 Valentine Court, explained the drainage problems occurring on <br />Valentine Crest Road due to the filling of the culvert in this area. <br /> <br />Public Works SUperintendent Winkel stated that the drainage problem is occurring <br />due to placement of drain tile in a city easement. He suggested a separate <br />meeting with Kunze to discuss this problern. <br /> <br />Mike Richardson, 1448 Arden Place, questioned if inspections will be done on the <br />work in progress. <br /> <br />Engineer Maurer advised his staff will be conducting the inspections for the <br />improvement project. <br /> <br />SUe Hustings, 4136 Norma Circle, stated opposition to the fonnula utilized for <br />assessing corner lots; questioned how Council arrived at the fonnula. <br /> <br />Councilmember Malone advised that corner lots are normally considered to have a <br />higher property value, due to the fact access may be obtained from either street <br />and there is an adjacent residence/neighbor on only one side of the lot. <br />
