<br />. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Minutes of the Arden Hills Regular eouncil Meeting, 3-25-91 <br />Page 5 <br /> <br />PUBLIC HRING (Cont'd) Mayor Sather reviewed the fonnula for assessing a <br />cul-de-sac lot and stated the assessment fonnulas <br />utilized for corner lots and cul-de-sac lots are those typically used by cities. <br /> <br />Mayor Sather asked if there were any further conunents from the floor and hearing <br />no response he closed the public hearing at 8:51 p.m. <br /> <br />Council1nernber Mahowald stated this is the first utilization of the newly adopted <br />ass<:>ssment policy and thanked residents for their constructive inPut. <br /> <br />Council concurred that the Engineering staff be directed to review the =cerns <br />raised by the residents relating to the improvement and the Public WOrks <br />Superintendent and Public SatetyfWorks Committee be directed to review the <br />concerns relating to traffic problems. Residents were requested to sul:xnit <br />information to city Hall regarding either of the issues. <br /> <br />Council1nernber Malone stated there were several comments this evening relating to <br />the need for more street improvements and staff will be reviewing the need for <br />such improvements in the on:JOing pavement management survey. He advised residents <br />that they may file petitions for additional or upgraded inprovements and <br />documentation will be provided by city staff upon request. <br /> <br />Council diSCIlSSOO the proposed ilI1provements for Valentine Crest Road and <br />co=ed there is not sufficient rationale to warrant deletion of the street <br />from the project at this time. Engineer Maurer advised that Council authorization <br />to order the project at this time does not mean streets carmot be deleted at a <br />later date. <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-22, Establishing the Assessment Rates for Bituminous Overlay and <br />Residential street Reconstruction Projects for 1991. Motion carried unanimously. <br />(4-0) <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-23, Ordering the Improvement in the Matter of the 1991 Pavement <br />Maintenance Improvement. Motion carried unanimously. (4-0) <br /> <br />Council discussed extending the annual installments for those properties being <br />assessed $500.00 or more in conjunction with the proposed inprovement. Also <br />discussed was rescheduling the time for the Public Hearing on this matter, since <br />an additional public hearing is scheduled for the same date. <br /> <br />Malone moved, seconded by Mahowald, to amend Resolution <br />No. 91-24, Determining Assessed Cost of Improvement, ordering Preparation of <br />Proposed Assessment roll and Setting the Assessment Hearing Date in the Matter of <br />the 1991 Pavement Maintenance Improvement, amending section 3, to include <br />language specifying that assessments of $499.00 or less to be payable in three <br />equal annual installments and assessments of $500.00 or more be payable in five <br />equal annual installments and section 4, be amended to set the time for the <br />Public Hearing at 8:30 p.m. on the date specified. Motion carried unanimously. <br />(4-0) <br /> <br />Engineer Maurer suggested the award of bid be tabled to the next regular Council <br />meeting to allow staff time to review all concerns raised this evening by <br />residents . <br />
