Motion carried unaniJnously. <br />(4-0) <br /> <br />Council directed the City Attorney to respond to Mr, Lemberg's question regarding <br />the legality of the public hearing procedures relating to the proposed <br />inprovement by holding an assessment hearing prior to =mpletion of the project. <br /> <br />Council was referred to a memorandum from Administrator <br />Berger dated 3-22-91 and a letter from Engineer Graham <br />dated 3-21-91, relative to the 1991 Park Inprovements. <br /> <br />eouncilmember Malone expressed concern that the estimated cost of the project is <br />exceedingly higher than the funds Wdgeted and dissatisfaction in the procedures <br />followed for placement of this item on the agenda. He suggested the procedures <br />for presentation of such materials to eouncil be discussed at a worksession <br />meeting . <br /> <br />RES. #91-26; <br />PARK IMPRVMI'S <br /> <br />Malone explained he would prefer the city not deplete the Park Fund by utilizing <br />the monies to =mplete ilnprovement projects and suggested that an annuity process <br />might be established to best utilize the monies in the fund. <br /> <br />eouncilmember Mahowald agreed he would prefer not to deplete the park fund, <br />however, suggested it may be better to =mplete all the iInprovements to receive a <br />better bid quote. <br /> <br />Engineer Maurer explained that generally he would concur a better quote may be <br />received if the project is larger in scope. <br /> <br />eouncilmember Malone suggested the Park Director and Program SUpervisor attend <br />the next worksession meeting and be prepared to discuss long range planning for <br />parks and procedures for suhnitting information. <br /> <br />Engineer Graham advised the bid specifications could be drafted listing each <br />phase of the :i1nprovements separately and portions of the proposal could be easily <br />deleted as Council deems nec€ssary. <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-26, Receiving the Feasibility Report in the Matter of the 1991 Park and <br />Bike Trail I1Tg:>rovements. Motion carried unanimously. (4-0) <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-27, Ordering the I1Tg:>rovement and Preparation of Plans and Specifications <br />in the Matter of the 1991 Park and Bike Trail I1Tg:>rovements. Motion carried <br />unaniJnousl y . ( 4-0) <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 91-28, Approving the Plans and Specification and Ordering the Advertisement <br />for Bids in the Matter of the 1991 Park and Bike Trail InqJrovements, with amended <br />language in the bid specifications notifying bidders that each major listed <br />project is severable from the entire project. Motion carried unanimously. (4-0) <br /> <br />Malone moved, seconded by Mahowald, to schedule a eouncil <br />Worksession meeting on Monday, APril 15, 1991, at 4:30 <br />p.m., to discuss park ilnprovements and long-range <br />planning and request Park Director Buckley and Program <br />SUpervisor Severtson be in attendance.
