He <br />reviewed the proposed costs for the Arden Hills portion of the i1lIprovements and <br />advised the sidewalk and installation of the E\1P system are optional items which <br />Co1.mcilll'aY include or delete from the proposed ilTprovements. Maurer advised it <br />is possible to assess the abutting property, one large undevelope:i =tel:" parcel, <br />f= the street and sidewalk i1I1provements. He stated the total est:iJ:nated project <br />cost for Arden Hills is $11,102.00. <br /> <br />DRAFT FElIS. RPI'.; <br />OJUNI'Y mAD D & <br />CLE\/ELAND AVENUE <br /> <br />Council discussed the inclusion of the sidewalk i1lIprovement in the project and <br />possible extension of the sidewalk, in the future, to =nnect with existing City <br />pathways. <br /> <br />Malone moved, seconded by Hansen, to accept the Ramsey <br />County Draft Feasibility report for ilnprovements at Co1.mty Road D and Cleveland <br />Avenue, including sidewalk and Emergency Vehicle Preempt System. Motion carried <br />unanimously. (5-0) <br /> <br />DISC; S'Ia'IE AVE. <br />IMPmVEMENTS <br /> <br />eouncihnember Mahowald questioned the status of the <br />citizen request for i1I1provements on stowe Avenue. <br /> <br />Clerk Administrator Berger explained he will contact resident Char Wilmar, <br />spokesperson for the stowe Avenue residents, and provide infonnation relative to <br />petitioning f= ilTprovements, as outlined in the newly-adOpted Assessment Manual. <br /> <br />Public Works SUperintendent Winkel stated he will be working with the City <br />Engineer to discuss the replacement of sanitary and stonn sewer lines in <br />conjunction with any proposed ilnprovements along stowe Avenue. <br /> <br />FElIS. REPORI'; <br />1991 PAVEMENI' <br />MAINT. IMPRVMl'S. <br /> <br />Council was referred to the revised 1991 Pavement <br />Maintenance lInprovements Feasibility study, as prepared <br />by Engineer Mark Graham and staff. <br /> <br />Engineer Graham advised he reviewed the streets eligible for assessment, as <br />outlined in the newly-adopted Assessment Manual, and the study was adjusted <br />a=din:Jly. He advised the estiInated project cost is $225,200.00, and the <br />est:iJ:nated assessable cost is $100,200.00. Graham advised the feasibility report <br />includes a project schedule, a list of streets by type of i1I1provement, maps and a <br />preliminary assessment roll. <br /> <br />Graham explained that the 1990 Pavement Maintenance program included 5,600 feet <br />of street ilTprovements, without utilizing assessments to property owners, and the <br />1991 program will be expanded to include 11,100 feet of streets, due to the <br />utilization of the assessment policy. <br /> <br />Council1nembe.rs complimented Engineer Graham f= exceptional work in preparation <br />of the feasibility report. <br /> <br />Malone moved, seconded by Mahowald, to accept the <br />Feasibility study for the 1991 Pavement Maintenance Improvements, order <br />Preparation of Plans and Specifications for the the Project to be reviewed by <br />Council on February 25, 1991 and Call for a Public Hearing on March 25, 1991. <br />Motion carried unanimously. (5-0) <br />
