<br />Minutes of the Arden Hills Regular eouncil Meeting, 2/11/91 <br />Page 4 <br /> <br />PROJECI' (Cont'd) <br /> <br />Councilroember Malone questioned if the Engineer <br />estimated an assessment rate for the :iJnprovements. <br /> <br />. <br /> <br />Engineer Graham advised the bids will be received prior to the scheduled public <br />hearing date and Council may establish the assessment rate upon receipt of bids, <br />utilizing bid cost figures, rather than atterrpting to estimate the costs. <br /> <br />FINAL BILL; <br />KEM MILLING <br />SITE, DELTA <br />CONSULTANTS <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator dated 2-6-91, and co=espondence from <br />Delta Environmental Consultants, Inc. dated 1-14-91, <br />relative to the final invoice f= consulting services <br />in conjunction with the Kern Milling site. <br /> <br />Paul Goudreault, District Manager fram Delta, was present to discuss the actual <br />costs f= consulting services and the reduction in fees by subtracting the <br />auth=ized charges fram the actual costs. He advised the balanced owed by the <br />city is $19,505.97. <br /> <br />Malone moved, seconded by Hansen, to authorize final <br />payment of $19,505.97, to Delta Environmental Consultants, Inc., f= =1ting <br />services at the Kern Milling site. Motion carried unanimously. (5-0) <br /> <br />REIMBURSEMENT ; <br />PEl'ROFUNDS, KEM <br />MILLING SITE <br /> <br />Council was informed by Paul Goudreault, Delta District <br />Manager, that the city has the option to apply to the <br />Minnesota Petrofund Board for reilnbursement of costs <br />ass=iated with the petroleum site contamination and <br />outlined costs which may be eligible for re:imJ::ursement. He indicated Delta is <br />cu=ently reviewing costs associated with the petroleum portion of this project <br />and will report to eouncil upon COllq)letion of the review. Goudreault stated that <br />Delta Consultants are willing to prepare the necessary documentation for <br />application sul:mission at an estimated cost of $800 to 1,000.00. <br /> <br />. <br /> <br />Malone moved, seconded by Mahowald, to authorize Delta to <br />proceed with reimbursement procedures for tank reroval and other items ass=iated <br />with the petroleum site contamination at the Kem Milling site, and further <br />authorize the experrliture of funds to Delta for review and preparation of the <br />application, not to exceed $1,000.00 without retw:ning to Council f= approval. <br />Motion carried unanimously. (5-0) <br /> <br />DISC;REM'JVAL <br />STORAGE TANKS <br />CITY HALL/IW; <br /> <br />eouncilroember Mahowald questioned the status of the <br />proposed removal of the storage tanks at the Public <br />Works facilities. <br /> <br />Public Works SUperintendent winkel advised the proposed removal of storage tanks <br />at the Public W=ks facilities is being held until a re=mmendation is received <br />fram the City Hall study Committee and eouncil determination as to whether = not <br />new municipal facilities are warranted. <br /> <br />STATUS REPORI'; <br />WATER MEl'ER <br />CERI'IFICATION <br /> <br />Public Works SUperintendent Winkel reported he has <br />received two quotes and is awaiting a third quote f= <br />testing and certifying water meters in the City. <br /> <br />. <br /> <br />Winkel advised staff is reviewing and atterrpting to verify water loss figures for <br />previous years. <br />
