.

Arden Hills Council

4

Ap r i 1 27; 1 992

Andrew Lee, 1317 Tiller Lane: Opposec to the project.

Gary Abrahamson, 1228 Carlton Drive: What will happen in
front of his home? Will he be assessed?

Maurer stated that Mr. Abrahamson's property is the property
at the "end" of the project and Council must decide whether
to incl'~de or exclude it. He recommended excluding it from
the project and stated that other residents' assessments
would not be affected if he were excluded. Councilmember
Ricks asked if Mr. Abrahamson was assessed for Carlton
improvements. Maurer answered nOt that Carlto~ improvements
were done before the City's assessment policy was in place.

Dick Volkmar.n, 1102 Carlton Dr'ive: At the Febr1J.ar:f public
hearing residents were told corner lets weuld be assessed
for the longest side and :/3 of the shorter side of the lot.
I am being assessed for 123 feet and I question whether this
is correct and feel this assessment is more than the
benefit.

.

Ella Manuel, 1130 Tiller Lane: I too lIve on a corner lot
with the same question regarding the calculation of
assessment. Being on a fixed income and recently putting xy
husband into a nursing home, I cannot afford the assessment.

Maurer explained how front footage for corner lots w&s
calculated. He said the two corners were calculated using
the same formula and he felt these assessments are
appropriate, but that Council could make a final
determination on the question of corner lot assessments.

Paul Arend, 1227 Tiller Lane: If the project were postponed
until next yeaL and could be done at about the same price, I
would favor that action, but if it would cost more later, I
favor doing the project now. I am concerned about potential
tree loss.

Graham stated that the City Forester has been and will
cOLtinue to be involved to make every e::ort to save as many
trees 3S possible. Maurer added that the contractor cannot
~emove any trees without prier ditectio~ from the engineer.

~

Dave Neube~gerF 3330 North Dunlap: I live adjacent to
T~ller Lane and am adamantly opposed to the project.
Although upper ~iller is in need of reconstruction, lo~er
Tiller could simply be overlayed. I understood from earlier
discussions that there would ~e ~o curbing.

Maurer stated that curb and gutte~ is the City standard anc
is very important to aSSlrJ.>; proper dra:1.nage and tc protect
the roadway from deterioration.
