<br />. <br /> <br />Arden Hills Council <br /> <br />e <br />J <br /> <br />April 27,1992 <br /> <br />The follo~ing general comments were made or questions asked <br />from the audience: <br /> <br />Question/comment: ~he letteL sent out to residents was <br />unclear as to how assessments will be hancled. How ~ill <br />assessments he billed? How many years can the assessment <br />rUL? When will assessments need to be paid? <br /> <br />. <br /> <br />Malone explained as follows: Council determines the <br />assessment amounts when the assessne~t tol: is adopted and <br />typically the assessment ~uns for a five year period at 8% <br />i~terest, Each year's assessment appears on p~operty tax <br />statements beginning the next year after the project. If <br />the entire assessment is paid within 30 daY3, there ~ill be <br />no interest. If the property owner does not wish to pay for <br />the assessment up front, interest can be reduced by paying <br />ahead of schedule (check with the City office for more <br />details). Fixed income and elderly persons can apply for <br />temporary deferral ~hereby the assessment Hill not be paid <br />until the property is sold. In some cases, if the <br />assessmerlt amount is quite large, the Council can set up for <br />a term of 10, 1St or 20 years for payment or ~he project, <br /> <br />Q~2stion!cornment: If a house is sold before this project <br />approvec, who pays the assessment? <br /> <br />City Attorney Filla stated that in ~ost cases, the sellar is <br />liable to clear up any pending assessments as Hell as any <br />assessments already levied against the property; h8wevert if <br />the buyer and seller make other arrangements for payment of <br />~ssessments! those aryangements ~ust be outlined <br />specifically within the purchase agreement for the sale of <br />t.he property. <br /> <br />Question/comment: Are there separate bids for upper and <br />10Her Tiller Lane? In other years streets have been <br />seal coated and that seemed to save the streets from s lot of <br />deterioration. Why should lOHer ~iller be reconstructed now <br />~ather than overlayed? Aren't West Round Lake Road and <br />Dunlap in worse condition? <br /> <br />. <br /> <br />Ma~rer stated that the entire Tiller Lane project has been <br />bid together and bct~ the upper and lower portions of t~e <br />yoad ~ave been rated as in need of reconstruction rather <br />than repair. He added that Council is also considering <br />improving West Round Lake Road and Dunlap; possibly a <br />"recycling" procedure may be found to be appropriate. He. <br />explained that the City has an established street repair <br />plan, and every attempt is made to use the limited available <br />funds as wisely as possible either to reconstruct or repalr, <br />Hhichever appears to be the most cost effective. <br />
