<br />. <br /> <br />Arden Hills Council <br /> <br />6 <br /> <br />April 27, 1992 <br /> <br />Mayor Sather added that streets are actually walked and <br />prioritized every three years to deter~ine ~ow best to use <br />the available funds. <br /> <br />2ounci~me~ber Malone reported that although the Council is <br />still involved in debating the issue of. whether a~d ~he~ to <br />repair OL reconstruct West Round Lake Road and DUhlap; <br />consensus of Council is that bids are expected to be very <br />competitive this year and they would favor accompli3hi~g al~ <br />three this year if possible given the fundiLg constraints. <br />However, Tiller Lane wj,ll probably be the first priority of <br />the three streets under consideration. <br /> <br />Question/comment: Is it possible to extend the Tiller Lane <br />assessment to a ten-year term? What procedure is to be <br />follcwed to object to the assessment? <br /> <br />. <br /> <br />At~or~ey Filla advised that anyone who wishes to object, or <br />3uyone who is unsure now but may wish to object, must do so <br />i~ writing this evening by simply providi~g the City with ~ <br />statement that they wish to object along with an add~es3 and <br />sigT:.ature, <br /> <br />?ublic healing was closed at 8:37 p.m. <br /> <br />C-ou:.:.cilmembe:.- N.ahowald asked the engineers if there are any <br />substantive differences between upper and lower Tiller la~e. <br />Maure~ statec that there are slight differences but the <br />entire road needs to be reconstructed to make it <br />structurally sound. Maurer added that in his professional <br />opinion it would not be economically wise tc overlay any <br />portion of Tiller Lane; it would be most cost effective to <br />reconstruct the entire road. <br /> <br />Councilmember Hicks asked if the assessment roll would be <br />~ffected if the assessment for the two corner lets were <br />changed O~ the Abrahamso~ property we~e exsluded. He also <br />3sked the e~gineer's opin~on regarding the conditio~ of <br />Ca~lton Road. Maurer answered that the assessment rell was <br />f:repared assumi:1g t.he Abrahams on prcpel:t.y .l1oul d be eXc 1 uded, <br />t~t if the assessmeut fer the two corner lots were changed, <br />the City's share of the project would be affected. <br />Regardi~g Carlton Road, Maurer said the condition is such <br />that it will ne~d to be addressed in the near future. <br /> <br />. <br /> <br />Council discussed whether it may be appropriate to extend <br />the assessment for Tiller Lane more than five years.
