<br />. <br /> <br />Minutes of the Council Worksession Meeting, 4-20-92 <br />Page 2 <br /> <br />Council indicated that this is a difficult decision, <br />since both firms are highly regarded by past clients. <br />Based on the fact that BRW has the ability to serve as <br />the construction managers for the project and the <br />enthusiasm of Architect Dennis Probst, Council <br />concurred to utilize the services of BRW and directed <br />staff to prepare the appropriate resolution, <br />authorizing staff to enter into a contract for Phase I <br />of the city Hall project, for Council action at the <br />April 27 meeting. <br /> <br />DISCUSSION: "THE COTTAGES" PROPOSED DEVELOPMENT, JOHN ARKELL <br /> <br />Developer John Arkell appeared before Council to <br />discuss the proposed development of a parcel of land <br />located on Cleveland Avenue, south of County Road E-2, <br />known as the Milton property. <br /> <br />. <br /> <br />Arkell advised the development of this parcel would be <br />for a Senior citizen Housing development and he would <br />utilize a fifteen year "pay as you go" TIF financing <br />(tax exempt housing revenue bonds) for this project, if <br />Council has an interest in the proposal. He stated he <br />has completed several projects of this nature in other <br />communities and suggested he would be willing to <br />discuss the terms with the City financial consultant. <br /> <br />Arkell noted the property has poor soils and in his <br />opinion this condition limits the type of developments <br />which would occur on this site. He advised the site <br />conditions will limit the number of units to <br />approximately 8-10 per net acre. He outlined the <br />requirements for rental of the units; 100 percent of <br />the development restricted to seniors 55 years of age <br />or older, 20,000-23,000.00 annual income. <br /> <br />Arkell suggested Councilmembers view the project he has <br />completed in North st. Paul and contact representatives <br />from other communities he has worked with on this type <br />of development. <br /> <br />Council questioned what happens to the units at the end <br />of the 15-year TIF; are the units sold as condominiums. <br /> <br />Arkell stated he would prefer to see a non-profit <br />organization manage the property to continue its use as <br />a senior project. <br /> <br />. <br />
