.

Minutes of the Council Worksession Meeting, 4-20-92
Page 2

Council indicated that this is a difficult decision,
since both firms are highly regarded by past clients.
Based on the fact that BRW has the ability to serve as
the construction managers for the project and the
enthusiasm of Architect Dennis Probst, Council
concurred to utilize the services of BRW and directed
staff to prepare the appropriate resolution,
authorizing staff to enter into a contract for Phase I
of the city Hall project, for Council action at the
April 27 meeting.

DISCUSSION: "THE COTTAGES" PROPOSED DEVELOPMENT, JOHN ARKELL

Developer John Arkell appeared before Council to
discuss the proposed development of a parcel of land
located on Cleveland Avenue, south of County Road E-2,
known as the Milton property.

.

Arkell advised the development of this parcel would be
for a Senior citizen Housing development and he would
utilize a fifteen year "pay as you go" TIF financing
(tax exempt housing revenue bonds) for this project, if
Council has an interest in the proposal. He stated he
has completed several projects of this nature in other
communities and suggested he would be willing to
discuss the terms with the City financial consultant.

Arkell noted the property has poor soils and in his
opinion this condition limits the type of developments
which would occur on this site. He advised the site
conditions will limit the number of units to
approximately 8-10 per net acre. He outlined the
requirements for rental of the units; 100 percent of
the development restricted to seniors 55 years of age
or older, 20,000-23,000.00 annual income.

Arkell suggested Councilmembers view the project he has
completed in North st. Paul and contact representatives
from other communities he has worked with on this type
of development.

Council questioned what happens to the units at the end
of the 15-year TIF; are the units sold as condominiums.

Arkell stated he would prefer to see a non-profit
organization manage the property to continue its use as
a senior project.

.
